BRIEF OUTLINE OF DUTIES OF PRESIDING OFFICERS

INTRODUCTION
? Polling is an important event in the election
process. ? It is through which the elector
expresses his/her choice of the candidate to
represent him/her. ? It should be conducted as
per the law and procedure prescribed. ? The idea
of all these rules and procedures is to have a
reasonably free and fair, peaceful poll. ? Sec
25 of RP Act 1951 deals with setting up of
polling station with the prior approval of
ECI. ? Poll should be conducted in the specified
station only. Otherwise it will become null and
void ab-initio.

EVM verification at Distribution Center
  • Check only EVMs allotted, pertains to your

PS and has the correct ballot papers of
  • Parliament Constituency.
  • Check Cand. Set Section of CU is sealed and
    address tag is firmly attached
  • Ensure correct ballot paper is affixed on the
  • BU and is sealed properly
  • Check the slide switch is set correctly. If 2
    BUs are there ,for 1st BU slide switch is at 1
    and 2nd BU is at 2.
  • Ensure address tags are properly attached
  • to the cases of EVMs
  • Verify functioning of EVM by switching on the
    power and then dont forget to switch it off. Do
    not connect or touch VVPAT.

    damaged and are numbered.

  • Verify that the electoral roll pertains to PS
    allotted to you.
  • Ensure that all the pages are there and print is

    the electoral roll
  • Ensure that postal ballot / EDC voters are marked
    in the electoral roll as

Status of Photo Voter Slip
  • Earlier the EC has permitted Photo Voter Slip as
    a Document of Evidence to exercise of Vote. Now
    the Election Commission has disallowed the Photo
    Voter Slip as a Document of Evidence to exercise
    the vote. However the Photo Voter Slip will
    continue and issued to Electors as a part of the
    awareness building exercises. The Photo Voter
    Slip will not be accepted for the purpose of
    Identification in Polling Station.

A note on Form17A- Register of voters
  1. The second polling officers is the in charge of
    the Form17A
  2. It comes under the category of statutory covers
  3. It has columns of serial number, serial number of
    Elector in Electoral roll, Signature or thumb
    impression of the voter and remarks column.
  4. serial number is preprinted or not printed it
    should be written in advance as 1,2,3..
  5. The serial number of the Voter is noted down in
    second column as per the marked copy of the
    Electoral roll.
  6. Write the nature of document the voter produced,
    in case of EPIC noted as EP, in case of others
    other eligible documents write the name and last
    four digits of the document.

  • Otain the full signature of the voter or clear
    thumb impression of the voter it is mandatory
  • to allow the voter to caste his/her vote.
  • Special records in 17A
  • Violation of voting procedure- made a remark as
    not allowed to vote- voting
  • procedure violated, signature of the presiding off
    icer against such remark is
  • required It is recorded in 17C under rule 49M.
  • There should be an entry for test vote in 17 A
    with continuing the sl.no.
  • Voter deciding not to vote- made a remark as
    refused to vote and signature of

  • In case of CVC voters the serial number of the
    CVC list is noted in column 2 of 17A by
    suffixing PV e.g. the serial number is 5 to be
    written as 5PV
  • In case of EDC an entry to be made in 17
    A. For that the serial No. of the such
  • Polling person, Part No. and Name of the AC
    recorded in Col.No.2 and in Remarks
  • Col. Write EDC against such person.
  • After last entry in Form17A a line should be
    drawn and shall record the signed statement
    thereafter the serial number of last entry in
    Form17A is ---" and obtain the signatures of

POLLING AGENT
  • ? Polling Agent is an important person who is
    eligible to enter into polling station, to
    observe the polling procedure, to make challenge
    and to ensure free and fair polling.
  • The following are the important aspects regarding
    Polling Agents
  • The Polling Agent should be the resident of the
    polling area and having a valid EPIC.
  • He should appointed by the candidate / Election
    Agent of the Candidate.
  • While allowing the Polling Agent the signature of
    the candidate / election agent should be
    verified with the signature affixed on the
    polling agent appointment form

POLLING AGENT
  • A candidate can appoint polling agent and relief
    agent, but given point of time only one agent
    should be present in the polling station.
  • Any replacement before two hours of the end of
    the poll is not permitted.
  • He is not allowed to take out electoral roll
    outside the polling station.
  • Polling Agent should display his / her identity
    card issued by
  • the Presiding Officer.
  • They are requested to attend the polling station
    1 hour prior to commencement of the poll to
    enable the Presiding Officer to take up the mock
    poll and other activities related.

MOCK POLL
  • Conducting a mock poll is a mandatory condition,
    to instill confidence on the process of election
    and working of EVM with VVPAT.
  • It should be taken 90 minutes prior to
    commencement of the poll.
  • It should be conducted in the presence of polling
    agents. Polling Agents of At least 2 Candidates
    should be present at the time of Mock Poll . If
    1 agent is only present, wait for 15 minutes more
    to take up mock poll.

  • If Polling Agent of a Candidate is absent, one of
    the Polling Officers or other polling agents may
    record the votes for such candidates. ( Page No.
    58 Para 12.2.5)
  • Even no polling agent is present at the time of
    mock poll, it should be
  • conducted and reported to sectoral officer.
  • The following steps are adopted for mock poll.
  • Make necessary connections between BU, CU and
    VVPAT.
  • Press the clear button to show them the total
    votes polled are nil.

  • Ask the Polling Agents to cast the votes to the
    candidates of their choice. Care should be taken
    to count the number of votes casted and the
    number shown in BU should be tallied.
  • Press Close Button at the end of the mock poll.
  • Press Result Button which displays details like
    No. of Candidates, Total Votes Polled, Candidate
    wise Votes polled and the End
  • Press Clear Button as an end of mock poll and
    make the BU ready for poll.
  • Prepare mock poll certificate.(Annexure 5 Part

  • The mock poll VVPAT paper slips shall be kept in
    envelope made of thick black paper and sealed

    keep their signatures on envelope
  • Number, name of PS, number and name of PC, date

On the Polling Day

    Declaration for closing, account for votes
    recorded ( 17 C), 16 point special report and
    other items under category of statutory, non
    statutory and other items.
  • Pack them in a safe manner and as per the check
    list provided by the RO.
  • Provide a copy of 17 C to polling agents and get
    acknowledgement.
  • Reach the reception centre and submit in an order
    as per the directions of the RO.

  • Check EVMs allotted, pertains to your PS.
  • Check Cand Set Section of CU is sealed and
    address tag is firmly attached.
  • Ensure correct ballot paper is affixed on the BU
    and is sealed properly
  • Check the Marked Copy pertaining to PS with ASD
    List, marked as
  • PB, CSV.
  • Check the Materials as per the check list
    provided.
  • Special focus on the functioning of EVMs is
    required.
  • Recheck on Green Paper Seal, Strip Seal, Special
    Tag, Address Tags and Tender Votes.
