    Roma Decade, drafting of regulations, criteria
    and procedures affirmative actions

  • Roma children - primary schools 3.53, the
    largest number in Nisava district (8.64) and
    Jablanica district (7.66). The smallest number
    in Raska district (0.95) and Zlatibor district
    (0.90)

    Council of the Roma National Community)
  • The Ministry in cooperation with the Republican
    Council for Ethnic Minorities and the National
    Council of the Roma National Community defined
    criteria and procedures of implementation of
    affirmative actions for enrollment of the greater
    number of Roma children into secondary schools in
    the school year 2005/06.

    Council of the Roma National Community, Institute
    for Pedagogy and Andragogy ( education of the

  • Expanding the access of the Roma children to
    preschools
  • Improvement of education of the Roma in
    Bujanovac''
  • 'Campaign of enrollment of Roma children in
    schools in Subotica, Valjevo and Bujanovac'
  • 'Research into reasons for early drop-out among
    the Roma in western Serbia
  • Ministry of Education and Sports and OSCE
    organized a round table on preparation of local
    action plans for improvement of the Roma
    education ( 20 best proposals to receive
    financial assistance)

WE PLAN
  • School managements, representatives of local
    communities will be informed about the Roma
    Decade and JAP (we are organizing round tables,
    seminars)
  • We are preparing project proposals in the area of
    Roma education in cooperation with the PRS
    Implementation Focal Point and a local consultant
  • APPLICATION OF THE INCLUSION INDEX TO SENSITIZE
    THE EMPLOYEES IN EDUCATIONAL INSTITUTIONS

EDUCATIONAL SYSTEM OBJECTIVES IN THE AREA OF
POVERTY REDUCTION
  • Increasing employment possibilities through
    raising the educational level of population
    (mandatory education extended to include
    preschool preparatory program,etc.)
  • Increasing effectiveness of educational sector
    (higher efficiency of teaching, strengthening the
    role of parents and students, optimization of the
    network of elementary and high schools, etc)

TASKS AHEAD
  • Monitoring of initiated projects and initiation
    of new projects
  • October 2006 the Ministry in cooperation with the
    Government of the Kingdom of Norway promotion
    of education of the Roma and closer cooperation
    between Roma and non-Roma children, their parents
    and teachers
  • Plan training of Roma assistants and
    introduction of assistants into teaching (?SCE)
