Introduction
  • Safety Groups is based on the premise that a well
    integrated workplace health and safety program is
    good business. Firms from similar or different
    businesses or rate groups volunteer to form a
    group with a collective purpose to learn from
    each others experience in implementing injury
    and illness prevention programs.
  • Safety Groups rewards firms that incorporate
    prevention measures into their daily business.

Summary of Safety Groups Program Successes
Safety Groups began with a trial program in 2000.
Safety Groups was made an ongoing WSIB program in
July 2002 after an extensive evaluation. The
following are highlights of that evaluation for
the year 2000 participants
  • Employers, workers and sponsors perceive
    workplaces to be safer as a result of
    participation in a safety group. In fact, 97 of
    employers indicated they perceived that their
    health and safety program had improved.
  • There is a reduction in lost time injuries and
    severity rates for the Safety Groups Program as a
    whole.
  • The Program exemplifies the health and safety
    continuum with the integration of the Health and
    Safety Associations, employers, the WSIB and
    mentors.
  • The Program attracts, high-risk groups and
    employers.
  • - Changing employers attitudes toward health
    and safety
  • - Providing employers with necessary health and
    safety resources
  • - Providing know how and motivation to develop
    and implement health
  • and safety-related initiatives.

Summary of Safety Groups Program Successes
  • In the first year, 2000, 5 million was returned
    to Safety Groups participants in rebates. It is
    estimated that the program saved 5,980,000 in
    new claims costs for claims that did not occur
    (based on the experience of a comparison group).
  • This represents the direct WSIB costs that were
    saved. An estimate of the indirect costs, or the
    other costs companies pay, for training, lost
    production, replacement workers etc is commonly
    estimated at four times the direct compensation
    costs. This now becomes a savings of
    approximately 24 million to the workplaces of
    Ontario for participation in the Safety Groups
    Program.
  • Research examining the sustainability of these
    impacts for firms participating in the Program
    for three consecutive years showed a continuation
    of these workplace improvements.

Summary of OSPs Success
  • Ontario Safety Partners is a high performance,
    full service safety group that experienced in
    2004 a 29 reduction in lost time injuries, 35
    increase in accident prevention and in the first
    year experienced a 99.5 achievement rating.
  • We are proud to say that, Ontario Safety
    Partners year after year, continues to experience
    and has, one of the highest achievement ratings
    amongst 40 safety groups across Ontario.

Participant Requirements
To participate in Safety Groups, a firm is
required to
  • Have the owner or senior management personally
    commit to participating in the program.
  • Complete the Safety Groups application form and
    submit it to their sponsor.
  • Create and nurture a safety culture in the
    workplace.
  • Be committed to participating for at least one
    full calendar year.

Participant Requirements
To participate in Safety Groups, a firm is
required to
  • Participate in at least three safety group
    meetings throughout the year. The person
    attending should be a senior manager or owner of
    the firm. Special meetings/conferences may be
    offered to all groups and attendance credits
    provided.
  • Complete the Initial Workplace Assessment at the
    start of the program and then complete a
    Workplace Assessment (end of year) annually.
  • Develop an Action Plan to implement at least 5
    health and safety program elements.
  • Implement the 5 Steps for Managing Health
    Safety for each of the five elements on the
    Action Plan.
  • Keep sponsor informed of progress. Ask for help
    when needed.
  • Submit Year-End Reports verifying what was
    completed for each health and safety program
    element in their Action Plan.
  • If selected, participate in spot check or
    progress visit.

  • Each year, members will work on 4 individual
    (selected by member) and 1 group element
    (selected by sponsor) under the 4 core areas
    using the 5 step approach

Facts About Workwell
  • Employers are identified for an evaluation by
    data sets from either the Ministry of Labour
    and/or the Workplace Safety and Insurance Board.
  • The WSIB identifies those employers who, for
    their rate group, have particularly poor accident
    records in accident cost, accident frequency
    and/or accident severity.
  • The MOL identifies employers who have a history
    of non-compliance with the Occupational Health
    and Safety Act (OHSA).

Facts About Workwell
  • Firms that do not achieve the passing score of
    75 are given 6 months to improve poor health and
    safety shortfalls before a re-evaluation.
  • If the firm fails to achieve the passing score of
    75 at the second evaluation, an additional
    premium charge will be applied. This charge will
    range from 10 to 75 of the firms base annual
    premium, depending on the extent and seriousness
    of the health and safety shortfalls.
