Introduction
  • This is an abbreviated presentation. The purpose
    is to introduce inspectors to the AVS eForm
    Service and provide them with a reference to the
    materials needed to fully understand and operate
    in the system.
  • A detailed/expanded presentation is also
    available for External users that fully explains
    the use of the e337. It can be viewed or
    downloaded from the eForms website.
  • Recommendations to improve this program can be
    submitted on-line at

General Information
  • The e337 is the first FAA form provided in the
    AVS eForm Service system. Eventually all AVS FAA
    forms will be available for processing in this
    manner.
  • Regulatory advisory information have been
    revised to incorporate the automated process
  • 14 CFR Part 43, Appendix B
  • Advisory Circular 43.9-1F
  • FAA Order 8900.1
  • Information materials are available on-line to
    utilize the e337 process
  • Paper 337 process not affected, not mandatory to
    use online electronic 337 system

Terminology
  • The guidance developed to support and explain the
    e337 may use terminology in a different context
    in relation to other published FAA guidance. In
    an attempt to keep reader confusion to a minimum
    the following terminology is used for the e337.

Terminology
  • Block A generic term used when referencing the
    Item area as identified in the Advisory Circular
    for the Form 337. Block is, therefore,
    synonymous with Item.
  • Archive(d) Forms that have been finalized and
    are now archived (read only). Archived files are
    only retained for 60 days.
  • Aviation Safety Inspector Federal Aviation
    Administration (FAA) full time employee with the
    authority and credentials for oversight and
    surveillance of aviation specialties for
    operations, maintenance or avionics.
  • Certificate Authority The vendor who validates
    and verifies the digital signature is a valid
    certificate and that the person signing with the
    certificate is who they say they are.
  • Designee A designated individual who is
    authorized to perform functions for the FAA.
  • Digital Certificate A signing certificate
    issued by a Certificate Authority for the
    purposes of digitally signing PDF documents.

Terminology
  • DEFINITIONS
  • In Progress Forms that are in progress but not
    yet finalized.
  • Installer Individual who completes the aircraft
    information in Blocks 1 and 2 of the e337 in the
    final processing of an e337 for a component
    repair. These individuals must have an account to
    access the system, but may not have acquired a
    digital signature.
  • Modifier/Initiator The individual who initiates
    the Form 337, Major Repair or Alteration.
  • Worklist Forms submitted to you requiring some
    action.
  • Process ID Unique technical (system) process ID
    identifying each form throughout the workflow
    process.
  • Return to Service Agent Individual who is
    authorized to approve the work for return to
    service.
  • Task ID Incremental technical (system) ID number
    that helps track tasks at each individual stage
    of a form process to help troubleshoot system
    problems.
  • Tracking Number The sequential form tracking
    number created on each
  • Form 337 upon initial submission.

  • Access to use the eForms system
  • Internal (FAA) Customers
  • FAA Inspector information for Field Approval
    Authority will be provided by the FSDO manager to
    the local Computer Specialists
  • The local Computer Specialist will initially
    create the necessary local groups and maintain
    group membership for Field Approval Authority and
    Account Requesters.
  • Inspectors will use their AVS Domain User ID and
    password to log into eForms.

    organizational person who may process eForm 337,

    who completes blocks 1 and 2 with the aircraft
    and registration information for a component
    repair/alteration when it is finally installed on
    an aircraft) Repairman certificate holders
  • Foreign Mechanic
  • Certificated Organization User Accounts
  • Individuals working for certificated
    organizations (i.e. Repair Stations, Foreign
    AMO's and 121, 135, 91K certificate holders with
    a Continuous Airworthiness Maintenance Program
    (CAMP)).

  • Individuals who need to create and process Form
    337s and who are not affiliated with a
    certificated organization must
  • Contact local FSDO to request Account User access
  • Present current FAA certificates and government
    issued picture ID (drivers license, etc) for
    validation
  • The FSDO requests Individual User Account access
    via a web account request form which, upon
    submission, sends an email to Support Central.
    This process is described in the next three
    slides.

  • FSDO contact will complete the individual user
    request form and click the appropriate Submit
    button, correcting any data validation messages
    as necessary.
  • Please ensure accurate contact information
    (phone/email) in case there are questions about
    the user request.

    account and send an email containing the account
    name information to the industry user.
  • A second email will be sent to the industry user
    with password information.
  • The account will be active the next business day
    after the second email is received.
  • Support Central will notify the FSDO that the
    account was created and the user was notified.

    process for individuals working for certificated
    organizations (i.e. Repair Stations, Foreign

  • Industry organizational POCs are instructed to
    download and complete an organizational user
    account request spreadsheet for users at their
    organization who will use the electronic Form 337
    system.
  • Upon receipt of an email with the completed user
    account request spreadsheet for any organization
    (i.e. Repair Stations, Foreign AMO's and 121,
    135, 91K certificate holders with a Continuous
    Airworthiness Maintenance Program (CAMP)), the
    identified field office staff will review and
    verify all the information provided and forward
    the spreadsheet with a statement approving the
    creation of these accounts to their local
    computer specialist who will forward the request
    to AVS Support Central. (Existing protocol
    dictates that Support Central will only accept
    requests for organizational account requests or
    changes from the local office computer
    specialist.)
  • NOTE Changes (additions or removals) need to
    follow this same process.

Certificated Organization User Account
Registration Process
  • Once received, Support Central will begin the
    process of creating the user accounts. They will
    send out three email notifications per existing
    external user notification process as follows
  • Two separate emails to each of the account users
    (one with the user id/account creation
    information and a separate email with the just
    the account password,
  • Another joint email to you as the local office
    POC and to the original representative from the
    organization consisting of the names and
    confirming the accounts were created.
  • Once a certificated organization's account is
    established, it is up to that organization's
    internal processes to determine task assignment
    and control.

Request a Digital Certificate Internal Customers
  • An Electronic Digital Certificate is required as
    part of the eForm 337 system to
  • digitally sign Block 3 for a Field Approval and
    in some instances Block 7 in accordance with
    other FAA guidance
  • Digital Certificates (paid for by FAA/AVS) will
    be provided to those ASIs who will perform Field
    Approvals via an email invitation directly from
    the authorized Certificate Authority (TATI).
  • Digital signatures provided by the FAA are for
    official use only. If an employee wishes to use
    the system as an external user (personal use)
    they must obtain an additional digital signature
    at their own expense.

Digital CertificateInternal Customers
  • Simply follow the instructions provided in the
    email invitation and the prompts provided by
    TATI.
  • If necessary, local computer specialists can
    assist in the retrieving and installing the
    digital certificates onto the ASIs local
    computer workstations. However, detailed
    instructions and support are available from the
    https//ca.teamaskin.com secure website. This is
    a third party site and is not managed by FAA.
  • Note Currently, there is also a Help Topic
    which can be accessed from the left navigation
    pane of the FAA Form 337 web page at
    http//eformservice.faa.gov/eform337.aspx.
    However, it is best to follow the instructions
    from the Team Askin Certificate Authority.

Request a Digital Certificate External Customers
  • An Electronic Digital Certificate is required as
    part of the eForm 337 system to
  • facilitate digitally signing Blocks 3, 6, 7 and 8
    by various authorized persons (ASIs, DARs,
    mechanics, IAs, etc.) throughout the process
  • A Digital Certificate request is made via the
    eForm website.
  • Authentication/Digital Certificate Process cost
    is 29.50.
  • Note Before they begin the purchase process,
    external users need to be prepared with your
    personal financial information. They will be
    allowed two (2) attempts to complete their
    authentication. If they cancel or timeout during
    the authentication process they will be charged
    the authentication fee.
  • An Annual renewal fee of 28.50 will be charged 1
    year from the month of issue if the user wishes
    to retain the digital certificate.

  • The eForm Service is a web-based program.
    The current AVS computer baseline is compatible
    with the eForm Service. Although not expected,
    local computer specialists will assist in
    resolving any conflicts that occur due to the
    installation of other approved software. Detailed
