17General Objectives of Rural Communications
Development Policy
- Provide access to basic communications services
within reasonable walking distance to all the
people in Uganda - Ensure effective utilisation of the RCDF to
leverage investment in rural communications
development - Promote ICT usage in Uganda

18Specific Policy Objectives
- Ensure that all sub-counties with at least 5,000
inhabitants have access to basic communications
services by 2005 - Ensure that the limited resources of RCDF are
effectively utilised to create immediate impact - Support establishment of an internet Point of
presence (PoP) in every district by 2003, where
each PoP shall be associated with at least one
internet cafe - Increase use of ICTs by supporting introduction
of at least one vanguard institution in every
district by end of 2003 - Promote provision of communications services as a
profitable business
