Next Steps
  • Individual experts are pulling together content
    for each unit
  • Workgroups will then finalize content and make
    recommendations for how content will be delivered
  • Drafts of units will be placed on AdHoc Committee
    website so you can provide feedback
  • When drafts of all modules are completed, the
    whole package will be reviewed. Only when seen
    as a whole can we make judgments about whether
    all units need to be included, if any missing,
    etc.
  • Decision Does this group want to be the group
    that does the review with the addition of a few
    other persons?

Recommendations for Administrative Code
  • We dont want to get too caught up in worrying
    about the exact language. There are legislative
    staff who will do that. We need to be clear
    about what we want to recommend. We dont have
    time to word craft.

Preservice
  • WI PEP A statewide pre-service training
    program will be developed to ensure staff receive
    basic training prior to taking child welfare
    cases.
  • Decision What does prior to taking child
    welfare cases mean?
  • Suggestion Child welfare workers will complete
    preservice before they make independent decisions
    about the specific work that is to be done on any
    given case and prior to making an independent
    decision about any action that is to be taken on
    any given case. Independent action means action
    without supervisory consultation or consultation
    with someone designated by the supervisor to
    provide that consultation.

Preservice Exceptions
  • Decision Are there going to be exceptions for
    completing some units?
  • At your table, discuss the following suggestion.
    Any changes needed?
  • Suggestion There are exceptions, approved by
    DCFS, to the requirement for specific preservice
    content for those applicants with a BSW and/or
    MSW degree from a Social Work Department that has
    agreed to meet requirements for the Preservice
    Training Exception Certificate.

Preservice Exceptions
  • At your table, discuss the following suggestion.
    What changes are needed?
  • Suggestion New hires who have already
    completed Wisconsin preservice do not have to
    repeat it. Those new employees who have at least
    2 years of experience within the last 5 years,
    may carry case responsibility immediately on
    being hired, but must complete pre-service within
    the first 4 months of employment. All others
    will complete preservice per (number).

Foundation (CORE)
  • WI PEP states Statewide requirements will be
    established for caseworker training, including
    foundation training for core practice skills.
  • Present CORE will change some when preservice is
    finishedbut we dont know what those changes
    will be until preservice is completed.
    Eventually, CORE will be more in-depth, more
    skilled based as workers come with more
    knowledge.

Worker CORE
  • Decision What is CORE?
  • Are we in agreement that the Training
    Partnership Worker CORE is going to be the only
    possibility for meeting this requirement?

Worker CORE Timeframe
  • Decision Within what timeframe should CORE be
    completed?
  • The typical requirement is one year. Do we
    agree with that timeframe? If not, what should
    it be?

Worker CORE Exceptions?
  • Decision Who must take CORE? Are there going
    to be exceptions?
  • Suggestion There are exceptions, approved by
    DCFS, to the requirement for specific CORE
    content for those students with BSW and/or MSW
    degrees from programs that have agreed to meet
    requirements for CORE Training Exception
    Certification Program.
  • New employees who come with at least 2 years of
    public child welfare experience within the last 8
    years are exempted from the requirement to take
    Worker CORE.

Inservice Worker Training
  • PEP Statewide requirements will be established
    for caseworker training, . . . on-going, advanced
    skills training for caseworkers.
  • Decision What requirements should be written
    for inservice training of workers?

Worker Inservice Training
  • Unless the Training Partnerships are going to be
    the only providers of inservice training that
    meet this requirement, we need to define
  • Content of training that makes it eligible
  • Who can provide the training
  • Methods by which training can be provided.
  • Number of hours each year (or every 2 years)
  • You will be divided into 4 small groups
  • with each group taking only 1 of these
  • issues. Well report out to the whole group
  • for a final decision.

Supervisors Training
  • PEP Statewide requirements will be established
    including. . . foundation and skills training for
    supervisors.
  • Decision What training for supervisors will
    meet the requirement for foundation.
  • Should supervisors have to take Supervisory CORE
    or could the requirement be that they take so
    many credits from a series we call Foundation?
  • Within what kind of timeframe?

Supervisory Inservice
  • How many hours of training should be required
    each year for supervisors?
  • Can we use the same guidelines for this as we
    did for workers? If not, what changes need to be
    made?

Next Meeting
  • We have to make recommendations on all weve
    done so far to the July 28th Training Council.
    Do we need to meet again before then?
