  • WisDOT owns and operates 14 lift bridges in
    Wisconsin.
  • 13 are located in Northeast Wisconsin
  • 7 in Winnebago County
  • 2 in Door County
  • 1 in Marinette County
  • 3 in Brown County

    84.
  • WisDOT does not own or operate railroad
    structures in Oshkosh or Menasha.

USCG Regulation Departure from the Fox River
  • 1950-1962
  • USACE gave up ownership and regulation of the
    Upper Fox River (Portage Omro).
  • 1982
  • Coast Guard Authorization Act of 1982 amended
    General Bridge Act of 1946 and other Acts to
    exclude from specified bridge operation
    provisions bridges over waters not subject to the
    ebb and flow of the tide and not used in
    interstate or foreign commerce.

USCG Regulation Departure from the Fox River
  • 1983
  • State of Wisconsin took over operation of the
    Lower Fox River Lock System.
  • 1985
  • USACE discontinued maintenance of Lower Fox River
    (above DePere) in 1985 Coast Guard removed all
    federal aids to navigation on discontinuance of
    USACE maintenance. Waterway no longer regulated
    by USCG for bridge operations.

USCG Regulation Departure from the Fox River
  • September 11, 2000
  • USACE agreed to transfer ownership of the Fox
    River Lock System (above DePere) to State of
    Wisconsin (Memorandum of Agreement).
  • September 17, 2004
  • Transfer of ownership of Fox River Lock System
    from USACE to State of Wisconsin. Waterway no
    longer owned or administered by USACE/USCG.

  • October 4, 2004
  • WisDOT requested clarification on USCG Navigation
    Regulations (USCG Pilot) in Oshkosh, Winneconne
    and Menasha.
  • October 7, 2004
  • USCG clarified intent to remove drawbridge
    regulations from the USCG Pilot.

year shortfall in the last biennium (FY 04/05)
  • WisDOT has reduced and cut services the past
    two-years to meet the shortfall.
  • District Three must manage its lift bridge
    operations funding within available resources
    (1.49 million dollars) for CY 2005.

  • Increase in labor costs for bridge tenders.
  • Flat funding for lift bridge operations (no
    increase since prior to 1998-reflective of larger
    budget problem).

  • 10 utility cost, supplies and routine
    maintenance.

Impacts to Lift Bridge Schedule
  • 430,000 District lift bridge funding shortfall
    equates to a 50-60 reduction in service for
    Winnebago County Lift Bridges.
  • WisDOT has made no final decision on specific
    schedule for 2005.

    public input and within available resources.
