5Defining and Measuring the Population of People
with Disabilities
- Alternative sources of data on people with
disabilities and their comparative strengths and
limitations - The decennial Censuses of Population and Housing
the reporting problems associated with the
questionnaire format in the 2000 Census
over-reporting and mis-identification of the
population of people with disabilities. - The March Current Population Surveys captures
information only on disability problems related
to work or the lack thereof limited sample sizes
for states. - The American Community Surveys annual household
surveys conducted by the U.S. Census Bureau since
2002, large sample sizes in recent years nearly
14,000 in 2003 and 2004 and 34,000 in 2004
collects information on types of disability
related problems allows identification of
demographic, socioeconomic characteristics of the
disabled and their labor markets, earnings, and
income experiences.
6- Main Limitations of the ACS survey
- Findings are based on self-reports of individual
not medical assessments - Cannot identify specific types of disability
problems encountered by disabled (type of
physical or mental disability) - Does not distinguish temporary from permanent
disability
