Software Licensing Program (SLP)

Introduction
  • Since its inception, the Software Licensing
    Program has saved the State of California and
    Local Government customers millions of dollars.
  • Prior to the SLP being established, many state
    departments were paying extremely high prices
    (retail) for their software needs. Negotiating
    lower prices with individual software publishers
    therefore, was a necessity.
  • Currently, software discounts are negotiated with
    each software publisher based on forecasted state
    purchases resulting in pricing well below retail
    and GSA prices.

Introduction (continued)
  • Discounts are passed on to both state and local
    customers through authorized resellers.
  • The SLP streamlines the purchasing process by
    reducing the need for individual departments and
    other public entities to conduct repetitive bids
    for their software needs.
  • Annual savings under the SLP - 5-10 million and
    is increasing every year.

Buying - Recycled Content Products (RCP)
  • Although mandated in the California Public
    Resources Code (PRC), it is the natural, green
    and right thing to do.
  • ? Nature sends nothing to the landfill but we
    do. We call it trash garbage, but it is
    actually used natural resources. Top 2 are
    papers organics.
  • ? Landfills are very, very expensive to locate,
    operate and then monitor after closure (decades
    of babysitting). Help say no to the big hole in
    the ground!

Buying - Recycled Content Products (RCP)
  • Recycling creates feedstock to make new products
  • Diverts natural resources from the landfill.
  • Creates jobs sorting, hauling, manufacturing,
    etc.
  • Saves natural areas from extractive intrusions
    like mining timbering operations.
  • Manufacturing RCPs saves energy from
    manufacturing virgin products.
  • RCPs reduce green house gases (GHG) by reducing
    energy usage and by less extractive operations.
  • Buying RCPs makes recycling work, and completes
    the 4th arrow of the
  • solid waste management loop

SABRC Reporting Is Back
  • ? The DGS moratorium is over for SABRC
    reporting.
  • ? Your next SABRC Annual Purchase Report is due
    to the CIWMB on October 31, 2008. The exception
    is Fair Expos which is CY reporting.
  • ? Does your purchase requisition form ask for
    post-consumer recycled content (PC), total
    recycled content (TRC) and SABRC Category?
    Review CIWMBs Form 200.

  • ? Certification made easy by using the RCPD, RS,
    product web sites, labeling, packaging written
    verification. Form CIWMB 74 otherwise.
    Maintaining a certification file of hard copies
    make be preferable.

    for minimum post-consumer content.
  • ? All categories may not be applicable to your
    organization. But going beyond with other
    materials EPP is really encouraged.
  • ? Total dollars spent by category, of both RCP
    Non-RCP, are very important.
  • All categories require at least 50 of dollars
    spent, be compliant RCPs.
  • ? Possible exceptions re-tread tires (usually
    16 ), film plastic bags, laboratory glassware,
    etc. Please note separately.
