What package of tools is needed to secure
sustained investment in HIV prevention
communication

• Identify a target (i.e. a certain number of HIV
  infections reduced by 2015) - EAC one rally call
  around reducing HIV infections
• Identify what is needed to reach that target -
  identify interventions articulate the benefits
  of these interventions (i.e. KYE KYR, MOT
  studies) in terms of cost-effectiveness and human
  terms- strong ME - document best practices -
  guidance around social mobilisation as a
  mandatory part of prevention- synergy between
  treatment and prevention (i.e. prevention with
  positives)- diversifying sources of funding
  (i.e. Zimbabwe 3 levy) - simplify the language
  used in strategy documents (i.e. national
  strategies) make them more accessible to civil
  society - funding and capacity building for
  advocacy - improve country level absorbtive
  capacity of funds

  HIV advisors within national governments and
  regional bodies as advocates (i.e. the Champions,
  HIV advisors to Presidents and within SADC)-
  Involve civil society and communities - Develop
  supporting tools to target the audience
• Who to advocate to- Parliamentarians- NACs-
  Regional bodies (EAC SADC)- Donors
