OASPR FY 09 Requirement
  • Develop a regional HVA
  • Link education and training activities to the
    facility level or community level HVA!
  • Develop plans based on an HVA done at the
    community and state level to identify the
    imminent threat to life in the area.
  • Establish the level of PPE based on HVA

  • Hazard Vulnerability Analysis standard
  • Standard EC.4.11.2 The organization completes a
    hazard vulnerability analysis to identify
    potential emergencies that affect its ability to
    provide services.
  • Interpretation
  • A resource may be the local state department of
    health, emergency management agency, or other
    agency involved in emergency response.

  • Standard EC.4.11.3 Priorities among the
    emergencies are identified in the hazard
    vulnerability analysis.
  • Interpretation
  • The Joint Commission wants to see how the
    hospital response plans fit into the overall plan
    established by the local emergency response
    planning agency.

  • Standard EC.4.11.4 During the development of the
    emergency operations plan, the organization
    shares its needs and vulnerabilities with
    emergency responders in the community and
    establishes the communitys ability to support
    those needs.
  • Interpretation
  • The Joint Commission looks to ensure that as
    part of our planning, we share not only our
    ability to support the community during a
    disaster but also what expectations of support we
    have from our community. In this age of hospital
    overcrowding and limited bed space, support from
    outside services will become increasingly
    critical to the continued operation of healthcare
    during a community-wide disaster.
