Why we need a vision
  • Provides a picture of what kind of sustainable
    Yunnan is desired
  • And a focus around which to build understanding
    and consensus among stakeholders about what is
    sustainable development
  • Provides a beacon to guide and ensure the
    internal consistency of the strategy
  • In other words it allows us to ensure that all
    activities are driving in the same direction,are
    mutually supportive and linked (ie a framework
    for strategy objectives and activities)

Value of a vision
  • Developing a vision provides a means to ensure
    that the strategy addresses the three pillars of
    sustainable development
  • And helps ensure that all stakeholders keep
    focused on this need
  • A YSDAP vision could, for example, emphasise the
    links between the strategy and (a) The 5-year
    Plan(b) YEDPs agenda to link environment and
    poverty reduction
