- This presentation is designed to provide a brief
background and overview of IACRA, followed by a
walkthrough (with accompanying screenshots) of an
applicant applying for a Private Pilot
certification. -
- During the walkthrough the presentation will
show how all associated members of the process
(Applicant, Recommending Instructor, Certifying
Officer) use IACRA to complete a representative
private pilot certification. -
3What is IACRA?
- IACRA, the Integrated Airman Certification
and/or Rating Application, is a web-based
application that uses online validation and
digital signatures to verify the output data. - Upon successful completion of the IACRA process,
the Civil Aviation Registry in Oklahoma City
issues applicants a permanent airman certificate.

should turn off anti-phishing and set the
built-in pop-up blocker to allow popups from
IACRA .

- IACRA is an electronic version of the paper
8710-1 - IACRA is easy to use once the user gets the hang
of it - IACRA eliminates many of the potential errors in
the paper 8710-1 resulting in fewer kick-backs
from OKC - IACRA allows turn-times for new/renewed
certificates to be as little as 2 weeks, vs. up
to 120 days. - IACRA moves the FAA toward compliance with the
Paperwork Reduction Act of 1995, and the GPEA of
1998 - FAA plans on 80 usage for all certificates
within three years

At this point, the Applicant Registration is
complete and IACRA has generated an FAA Tracking
Number (FTN) for the applicant, allowing the
applicant to log in at will using that FTN. If
the applicant is new to IACRA, the Recommending
Instructor (RI) probably should work directly
with the applicant during the initial
registration process.

The Recommending Instructor must now register to
get their own FTN (though in reality, the
Recommending Instructor (RI) could have
registered long before, or even after, the
applicant). The Recommending Instructor (RI)
initial registration is essentially identical to
the applicant registration. However, since the
RI is already a certificated pilot, much of the
basic data will automatically auto-fill due to
the IACRA validation process.

The Recommending Instructor (RI) only needs to
register once, although the RI will log on under
his/her registration FTN for every student he (or
she) deals with.

previously registered as an applicant, then he or
she must follow the preceding process as any
other applicant would, beginning by selecting
Registration from the IACRA home page. Since
the RI already holds a certificate, he or she

Recommending Instructor role check box before
clicking Next to start the RI registration

The Designated Examiner (DE) is the third
component in the IACRA Triad and must also
register as shown in the following slides.

105The Role of the Certifying Officer
Now the applicant must meet with his/her
Certifying Officer (CO) (in this case, a
Designated Pilot Examiner - DPE) in order to
complete the application. When the applicant
meets with the Certifying Officer, the CO must
verify the applicants identity and then log into
IACRA and retrieve the application so that both
the CO and the applicant can digitally sign the
application, as shown on the following slides.

- School Certificate Number
- School Designation Code (This is a 4 digit
alphanumeric code, usually the first four
characters of your certificate number) - If you are an ACR or TCE, a Designee Number is
required - During registration, School Administrators, Chief
