Current Road System Conditions

  • Built 50 years ago
  • Designed to transport crops, not thousands of
    cars and trucks each day
  • No shoulders
  • Road beds are high after multiple resurfacing
    steep drop off

2008 Road Bond Initiative
  • Why 100,000,000?
  • The 4 roadways targeted are major
North/South and East/West roadways that link our
County and greatly impact traffic flow.
  • TXDOT and RTC (Regional Transportation
Council) have stated that local involvement must
be shown in order to keep our projects on their
    agendas.
  • We vie for transportation dollars with other
counties in the region, all of whom contribute
    local transportation dollars to critical
    on-system projects.
  • The 100 million will be leveraged into
    approximately 310.3 million in roadway
    improvements within our county.
  • Additional road improvements throughout the
    County total 521,300,000.

16
TxDOT
and the reality of transportation funding
North Texans waste an average of 58 hours per
year while stuck in traffic the 3rd highest
rate of annual delay per traveler in the
U.S. Source Texas Transportation Institute

17
Partnership will pave the road to our future!
As money becomes available, TXDOT NCTCOG, will
choose and prioritize projects that have existing
local funding dollars committed to them. The
local funding provided by the bond will
substantially expedite our roadway improvements.
  • Paving the way into the future!

18
Partnership in Action
  • To date, we have leveraged 8.5 million in County
funds on 2 projects, receiving an additional 40
million in state and federal funds for the two
    bond program projects.
  • We continue to work on the implementation of the
remaining projects in the 2004 Rockwall County
bond program and will aim for similar outcomes.
  • Paving the way into the future!

19
What will it cost the average property owner?
The cost to the taxpayer, based on a
conservatively projected 6 growth rate (lowered
to 2 after 10 years) could be 3 cents per 100
valuation over 10 years, after all the debt is
issued. NOTE this is the worst-case
scenario! The growth rate has been averaging
12.25 over the last 4 years, so it is likely
that the impact will be offset by growth. The
debt projections are based on two year
installment periods. If that timeline is pushed
back due to slower construction processes, the
impact would be less.
Worst-Case Scenario For home valued At 190,000
Bond Program would cost less than 4.75 per
month, about the cost of 1 no-frills cup of
coffee!

Impact on County Residents

    Quality of Life
  • Through traffic will not bottleneck city roads
  • Improve air quality/Reduce standing traffic
    emissions

  • Rockwall County provides services such as EMS,
jail, library, courts system. By keeping our
economy strong, we can continue to serve our
    residents well.
  • Increase Safety
  • Ambulance Service accessibility
  • Reduce dangerously high roadbeds
  • Reduce congestion
  • .

21
Conclusion
  • For a minimal tax increase over the next 10
years, we can substantially improve our road
    system in Rockwall County.
  • This will forever affect our
  • Quality of Life
  • Safety
  • Economic Development

We will truly be
  • paving the way into the future . TODAY!
