4What is the KNASP ?
- Common, agreed vision and goals for the national
response over the next five years - Clearly identified priority areas for
intervention by all stakeholders including GoK,
civil society, the private sector and donors.

- Enables overall financing requirements to be
estimated, and supports efficient allocation of
resources across the national response - For GoK specifically, sets priorities for
HIV/AIDS spending through the MTEF and annual
budget cycle

- Provides a results framework - revised annually
- which identifies specific tangible results to
be delivered in each priority area in the next
1-2 years - Links to the common ME framework which measures
progress towards the results and goals of the
strategy
7The KNASP is not
- The KNASP should not include detailed operational
or implementation plans, or detailed budgets, for
specific interventions. - but rather it should provide the framework
within which such plans and budgets can be
formulated and monitored.
8The JAPR and the KNASP
- The JAPR process is central to the development
and review of the KNASP 2005-2010 - This JAPR has helped identify priority areas and
key interventions for the next five years, based
on a review of experience with the previous KNASP

- Future JAPRs will be the primary consultative
forums to review KNASP progress, and to recommend
changes to the strategy to reflect emerging
national and international experience and
research findings

- NACC is leading the development of the KNASP, and
will ensure full engagement of stakeholders in
the process - A KNASP task force will provide overall
co-ordination and help define priority areas
based on the recommendations of this JAPR

- Stakeholder groups, organised around priority
areas and based on the existing TG structure,
will develop and agree result frameworks. These
groups will subsequently co-ordinate and monitor
progress towards these results, and report back
to future JAPRs

- Chaired by NACC Director
- Initial membership same as JAPR steering
committee - Stakeholders are hereby invited to submit names
of potential new members to NACC Director by
24/9/04

- Key selection criteria for membership are
representation of key stakeholder groups and/or
proven strategic planning skills - Maximum 20 members
- Task force will meet w/b 27/9/04 to finalise
membership and agree detailed work plan

- Define goal, development objectives and priority
areas of KNASP 2005-2010 - Outline how the KNASP will link to other key
strategic processes (e.g. MTEF, NASCOP strategic
plan) - Outline how the KNASP will be costed

finalised in consultation with stakeholders

frameworks for each priority area - Financing framework will be developed, estimating
resources required to deliver these results
