Birth to Three Referrals
  • Disabilities Services Division is the central
    point of referral for birth to 3 in Milwaukee
    County.
  • Referrals are assigned to service providers for
    screening, evaluation and /or follow up.

    discovered, the more opportunities for the child
    to increase their skills and abilities.

Who is eligible for services?
  • Children age birth to 3 years of age, who
  • Have a 25 delay in 1 or more areas of
    development behavioral, social, cognitive,
    speech/language and motor
  • Have a diagnosed condition with a high
    probability of resulting in a developmental delay
  • Have a diagnosed hearing impairment or vision
    impairment

What happens after the evaluation?
  • If the child is eligible for services an
    Individual family Service Plan (IFSP) is
    developed with the family.
  • This plan outlines the familys concerns
    regarding the childs development and what
    strategies and early intervention services will
    be provided to address these concerns.
  • The service coordinator assists the family in
    locating the recommended services.

  • Services are based on each childs Individual
    Family Service Plan (IFSP).
  • The services are designed to help the family
    with their childs developmental needs and to
    provide learning opportunities for the child as
    part of their daily routine.

  • Staff have specialties in education, psychology,
    occupational therapy, physical therapy, speech
    therapy, social work and parent education.
  • Parent support groups and parent education
    groups are also available.
