SLOVENIJA - FACTS
  • One of the younger and smaller Central European
    countries,that measures slightly above 20,000
    km2, with a population of slightly bellow 2
    million.
  • Economically a medium developed country with a
    GNP of EUR 13,670 per capita
  • App. 9 of the whole population are persons with
    disabilities (PWD).
  • App. 16,5 of the whole population are over 65
    years old.
  • Slovenia ratified UN Convention on the Rights of
    PWD in April 2008
  • In 2006 Slovenia adopted National Action Plan for
    PWD 2007 - 2013

    with disabilities in the European Union

KEY ELEMENTS OF QUALITY (HLG, 2007)
  • Access to these services For people with
    disabilities means that those services are
    affordable, available, and accessible.
  • Quality of social services to people with
    disabilities is a condition for people with
    disabilities to lead full and independent lives,
    to reach their full potential as individuals, to
    contribute to and participate in society.
  • It is necessary to combine security with
    flexibility, as well as to ensure compatibility
    among the competences of the Member States with
    the ones at European level as quality of social
    services also depends on traditions and
    diversity.

GOOD PRACTICE SLOVENIA
  • Vocational / employment rehabilitation services
  • Institute for rehabilitation
  • (Homes for elderly people)

Network of providers of employment rehabilitation
  • 12 vocational / employment rehabilitation centres
    (11 private and 1 public)
  • Process is defined on the level of Slovenia
  • Procedures follows the same rule
  • The monitoring committee on the level of the
    ministry monitors all providers
  • Standardisation of services was made in 2006

Standards of services of employment
rehabilitation
  • Disability assessment is based on the Rules
  • Teams of experts have to be well educated and
    have to have work experiences in disability
  • Conditions regarding other conditions
    (accessibility, respect of needs, ethical codes)
    are also adressed
  • Principle of exellency (European platform for
    rehabilitation) has to be respected
  • Affordability, availability, accessibility
  • Rights oriented approach
  • Partnership with employers, NGO, public and
    private organizations
  • Active approach
  • Person centered planning
  • Working on constant improvement

EVALUATIONS
  • Evaluation of every service has to be done on the
    level of team at the begining and at the end of
    service.
  • Final evaluation at the end of the rehabilitation
    process is neccessary for assessment of
    employability of the person.
  • OUTCOMES mainstreaming, supported employment,
    sheltered employment or not possible for
    employment criteria under rules
  • Questionnaires for persons with disabilities
  • Questionnaires for payers / orders (Employment
    Service and Pension and Disability Insurance)
