    Plan, agreed between the EU and Moldova, is the
    foundation of our cooperation via Tempus Programme

Tempus Programme contributes to
Education and Culture
  • Upgrade and development of curricula and
    university management practices,
  • Promote higher education reform,
  • Support the introduction of the Bologna Process
    principles,
  • Open universities to the outside world and
  • Encourage mobility of academic and administrative
    staff.

  • First phase of the Tempus programme was launched
    to respond to the modernisation needs of the
    higher education sector in Central and Eastern
    European countries.
  • Moldova entered Tempus at the second phase, in
    1994,
  • being followed in 1995 by Armenia,
    Azerbaijan, Georgia

  • Tempus projects fall into three categories
  • Joint European Projects (JEPs)
  • Structural and Complementary Measures (SCM)
  • Individual Mobility Grants (IMG)

Joint European Projects
Education and Culture
  • JEPs aim at transferring knowledge from EU
    universities to institutions in the partner
    countries in the areas of -
  • curriculum development,
  • university management and
  • institution building.
  • JEPs have a strong mobility component with
    exchanges of professors, administrators and
    students.
  • There is a rigorous project selection procedure
    including a consultation process with the
    national authorities.
  • All selected projects for Moldova were of high
    quality and in line with national educational
    priorities.

Structural and Complementary Measures
Education and Culture
  • SCM projects are designed to support national
    higher education reforms and strategic framework
    development.
  • These measures are mainly used to accompany the
    Moldovas Government in its effort to align the
    national higher education systems with the
    principles of the Bologna process, to create a
    European higher education area.
  • Moldova benefited of 8 SCM projects with the
    total of 874 th. Euro.

Individual Mobility Grants (IMGs)
Education and Culture
  • IMGs have been awarded to higher education
    professionals in the partner countries who had a
    professional project for upgrading their skills.

  • In May 2005 at the Bergen Conference Moldova
    joined the Bologna Process
  • Moldova expressed its willingness to be part of
    the EHEA and by 2010 to achieve the common
    Bologna objectives, as follows
  • adoption of a shared framework of readable and
    comparable degrees
  • introduction of undergraduate and postgraduate
    levels in all countries, with first degrees no
    shorter than three years and relevant to the
    labour market
  • introduction of credit systems compatible with
    ECTS
  • promotion of a European dimension in quality
    assurance
  • elimination of remaining obstacles to the free
    mobility of students and teachers.

TEMPUS III
Education and Culture
  • Tempus is a well-known and popular programme in
    the academic worlds of the EU and its partner
    countries, and has become a major gateway to
    international contacts.
  • It is based on the understanding that higher
    education institutions are a vital part of any
    process for social and economic transition in our
    neighbouring countries, and that they are a
    privileged vehicle to ensure better prospects for
    future generations.

  • Tempus III continues to have a serious positive
    impact on higher education in Moldova.
  • Tempus strengthens cooperation in HE between EU
    and Moldova
  • Tempus promotes the people to people approach
    and allows working together, to have fruitful
    exchanges of views.
  • Tempus has an impact on Moldovas HE policies
    adherence to the Bologna Process - is only one
    example.
  • Almost 700 Moldovan professors and students
    visited the EU HEI. Many of them - heads of
    departments, deans, vice-rectors, rectors.
  • In the past 12 years (1994-2006), Tempus has
    funded in Moldova 42 projects, involving all
    eligible local universities.

  • The recent initiative of the President Vladimir
    Voronin, sets out a new objective for local HEI
  • to promote the business spirit in schools and
    universities.
  • It foresees to enhance the role of education in
    creating a more entrepreneurial culture in
    Moldovan society. In this context universities
    should integrate entrepreneurship as an important
    part of the curriculum, spread across different
    subjects, and require or encourage students to
    take entrepreneurship courses.
  • At December 31, 2006  Tempus III came to the end.

Conclusion
Education and Culture
  • Since Moldova has chosen the European integration
    way it is important for the country to become a
    part of European Higher Education Area.
  • Achievement of this target requires a
    continuation of efforts towards gradual alignment
    to the European Educational standards.
  • Moldova appreciates the support of the EC in this
    respect and considers that Tempus Programme is
    extremely important for new democracies to
    promote higher educational system reforms and
    modernization.
