2REPRODUCTIVE HEALTH PROGRAMME IN TURKEY
- The Reproductive Health Programme in Turkey is
the biggest ever EU funded programme implemented
by the public sector in health sector with EUR 60
M of funds, 55 M is being the EU grant
contribution which is based on working with both
the public sector and civil society organizations
(CSOs).
3REPRODUCTIVE HEALTH PROGRAMME IN TURKEY
- The Programme has two strands
-
- ? Strand 1 supports the Ministry of Health in
improving the quality of service delivery and
strengthening institutional capacity - ? Strand 2 supports CSOs through grant
scheme (EUR 20 M) to increase project planning
and implementation for incresing demand for
sexual and reproductive health services and to
create enabling environments and strengthen
vulnarable groups.
4INTERVENTION PROVINCES (Strand 1)
5GRANT SCHEME
- ? The purpose has been to support CSOs
through grant scheme to strengthen their
capacity to undertake joint projects with the
public sector - ? The main objective is to increase demand for
and utilization of SRH services.
6GRANT SCHEME
- Under the grant scheme, it has been envisioned
to support - CSO projects on community based health services
in necessary areas below - ? Safe Motherhood
- ? Family Planning
- ? STI/HIV/AIDS,
- ? adolescent reproductive health
- ? male reproductive health
- through IEC channels such as
- ? advocacy
- ? behavior change communication
- ? social marketing
- ? peer education
- with grant grants EUR 50 000 - 500 000.
7GRANT SCHEME
- In this context,
- ? The guidelines, application form and related
annexes for the year 2004 were prepared and
translated into Turkish. - ? The first call for proposals were advertised
on 28 January 2004. - ? 71 project proposals of different CSOs were
evaluated under the first call. - ? 27 of them were contracted. The maximum
financial support for up to 24-month projects
was approximately EUR 7.100.000.

9GRANT SCHEME
- ? The 2nd call for proposals under RHP was
advertised on 29 December 2004. - ? 151 proposals were evaluated. As a result of
the evaluation, 63 proposals were awarded and
58 proposals are at contracting stage. - ? 30 contracts have been signed.
- ? The maximum financial support for up to
12-month projects is approximately EUR
12.900.000.

11GRANT SCHEME
- ? In the process of call for proposals, Grant
Scheme Seminars were organized in 9 provinces
for all civil society organizations that would
be potential applicants to inform on how to
prepare the application, technical intervention
areas preparation of budget. - ? Nearly 800 participants attended to the
seminars.
12GRANT SCHEME
- 33 (39) of 85 CSO projects implemented as a
result of two calls for proposals are related
with Adolescent Sexual Reproductive Health.
13GRANT SCHEME
- Of the 85 CSO projects 77 focus on RH programme
provinces which display regional discrepancies
and receive migration, thus which need special
attention in the field of reproductive health.

15GRANT SCHEME
- As a result, EUR 20 M of EU funding has been
provided to 85 CSO projects under the
Reproductive Health Programme, which means
crucial steps have been taken and a genuine
atmosphere of collaboration established in
creating and sustaining public-CSO collaboration
in order to increase demand for reproductive
health services through project preparation,
implementation and monitoring and evaluation.
