- The primary goals for the contract are to
- Assist DHS/DMH in continuing movement toward the
recovery/resiliency model, including enhancing
consumer and family choice and access to services
- Ensure and enhance the quality and
appropriateness of DHS/DMH-funded services

- The Collaborative will function under the
direction and leadership of DHS/DMH - The Collaborative will process and review all
applications for ICG - The Collaborative will review annual eligibility
and reauthorization process

- ICG services date back to 1967
- Funding based on clinical need (consent decree)
- Governed by Rule 135
- Ensure access for those most in need of mental
health service (Serious mental Illness) - Ensure that services meet standards of quality
relative to state-of-the-art mental health
services - Ensures that Rule 135 services are available for
eligible children and adolescents - Application Process (remains the same)

- Illinois Licensed Clinical Social Worker making
decisions - Trained in Rule 135 requirements
- Works closely with current ICG staff
- IT system to support current and future reporting
