Background and mandate on NFSD
  • At WSSD 2002, countries agreed to develop their
    NSSD by 2005
  • FOSAD Decision in August 2004 mandating DEAT and
    DFA to lead
  • Cabinet approval of NFSD framework and DEAT to
    coordinate - Jan 05

Towards sustainable development
  • South Africa has already taken a number of steps
    in responding
  • Key sectors have already started engaging with
    sustainable development challenges
  • National and provincial efforts are underway to
    integrate sustainable development goals and
    targets into development strategies

  • South Africa lacks a single coherent framework
    that articulates our development context, and
    sets out our common vision and priorities for
    sustainable development
  • This is not about creating a master plan. It is
    also not an extended environmental strategy.
    Rather it seeks to build on existing programmes
    and strategies, and
  • identify key, short, medium and longterm
    challenges in our sustainable development efforts
  • set the framework for a common understanding and
    vision of sustainable development
  • describe key medium and long term economic,
    social, environmental and governance trends that
    influence sustainable development
  • define 5 priority areas for strategic
    intervention

Process
  • South Africa has initiated a 3-phased process
  • Phase I is the National Framework for Sustainable
    Development
  • Phase II is about preparing and planning for
    action
  • Phase III is about roll-out, implementation,
    monitoring and review.

    with big bang effects such as gvts accelerated
    infrastructure investment for basic needs, LED

  • Action Planning
  • Converting NFSD to NSSD
  • Formalise institutional framework- identify
    political champion, est. coordinating mechanisms
  • Develop action plan through participatory
    process- shared responsibility btwn gvt
    strategic partners
  • National Planning Framework PGDS important for
    identifying priorities, targets timeframes
  • Aligning existing programmes with NSSD objectives
  • Action plan provides opportunity to review
    implications of international, regional
    national targets in context of national
    priorities

    measures and monitoring assessment mechanisms
    including LCA
  • Develop strengthen GWMES to include
    sustainability criteria
