Title: Partners in Reducing Emissions from Mobile Sources

1
Partners in Reducing Emissions from Mobile Sources
  • Advancing Technology Choices EXPO
  • April 18, 2008

2
Funding Investments in Clean Air
  • MSRC Mobile Source Air Pollution Reduction
    Review Committee Quite a Mouthful
  • So We Changed it to

3
Who We Are What We Do
  • Formed by California Legislature in 1990
  • Codified in Health Safety Code (44220-44247)
  • Unique to South Coast Only One MSRC
  • Mission Fund Projects that Result in Direct
    Tangible Emission Reductions

4
Who We Are What We Do
  • Not Part of the South Coast AQMD per se
  • Not a Legal Entity - MSRC Relies on AQMD to
    Perform Contract Administration Functions
  • MSRC Retains Authority to Select Projects that
    Receive Clean TransportationTM Funding

5
How Much Funding Where We Get It
  • Source of Clean TransportationTM Funding is Motor
    Vehicle Registration Fees
  • 1.20 for each vehicle registered in South Coast
  • Annual Funding Allocation 14M
  • MSRC has Invested gt ¼ BILLION DOLLARS

6
What We Have to Show For It
  • Each project funded by MSRC has air pollution
    reductions quantified reported to CARB
  • MSRC-funded projects have eliminated over
17,000,000 Pounds of criteria air pollutants
  • Very cost-effective

7
In the Old Days
  • MSRC is one of the oldest longest continuously
    running incentive programs in California
  • At one time, MSRC funding was the only game in
    town
  • Nowadays, other funding sources eclipse MSRC
  • Most notably, the Carl Moyer Program other
    South Coast AQMD programs
  • MSRC makes effort to identify effective funding
role avoid duplication with other funding
    sources

8
Where We Put Our Funding
Over the MSRCs History, Alternative Fuel
Projects have Accounted for Greater than 60 of
Total Funding Investments
9
Alternative Fuel Accomplishments
  • Since Inception, the MSRC has Co-Funded
  • gt2,200 Transit Buses
  • gt1,500 Heavy-Duty Trucks
  • gt250 CNG School Buses
  • gt100 Alternative Fuel Refueling Stations
  • 1,000s of Light Medium Clean Fuel Vehicles

10
Projects That Qualify for Clean Transportation
Funding
  • Clean Transportation Funding from MSRC granted to
    projects that reduce vehicle-related air
    pollution
  • Projects must fall within the South Coast Air
    District
  • Examples of motor vehicles currently considered
    for Clean Transportation Funding
  • Buses
  • Street sweepers
  • Refuse trucks
  • Tractors
  • Earth movers

11
How to Get Your Project Funded
  • MSRC establishes categories eligible for funding
based upon local needs and cost-effective
    emission reductions
  • Funding focused on near-term pollution reduction
  • MSRC recognizes that longer-term projects can
result in substantial emissions reductions down
    the road
  • Anyone proposing a qualifying project is
    encouraged to apply
  • Local governments, other public agencies, private
sector businesses and research institutions among
    those typically applying for funding
