DEVELOPMENT AGENCIES PROMOTED AND PARTICIPATED BY
THE PROVINCE OF MILAN
Milano Metropoli Agency for the Development of
North Milan, established with the aim of
redeveloping the area called 'Nord Milano'. ASNM
is a share-holding company founded in 1996 by the
Province of Milan, the Municipalities of Sesto
San Giovanni, Bresso, Cinisello Balsamo, and
Cologno Monzese, by the Chamber of Commerce of
Milan, and by Finlombarda and other private
partners. BIC LA FUCINA Business Innovation
Centre started by ASNM in 1996, with the
participation of the Province of Milan and the
support of the European Union. EUROIMPRESA
set up in 1996 with the support of the Province
of Milan, with the aim of redeveloping the areas
in the 'Alto Milanese Metropolitan North Milan
which were once the centre for factories and
heavy metal industries. Euroimpresa, through the
BIC and the Euroimmobiliare company, has the
objective of supporting enterprises, training and
assessing human resources, revitalizing the
territorial system, strengthening and
coordinating services offered by operating
structures within the territory, and building a
technological hub that serves the territory.

DEVELOPMENT AGENCIES PROMOTED AND PARTICIPATED BY
THE PROVINCE OF MILAN (2)
CAAM Consorzio Area Alto Milanese (Metropolitan
North Milan Consortium) was founded in 1986. This
development agency promotes the regeneration of
the the territory through the recovery of
polluted industrial areas and industrial
reconversion. There are three services which are
most important for this purpose the Employment
Centre, the One-Stop Shop for Enterprises, and
the Promotion of the Territory. AGINTEC a
development agency founded in 1999 for the
territorial promotion of the Brianza-Vimercate
area, with particular attention to the fields of
computer science, telecommunications and
microelectronics. The agency was started to
strengthen cooperation between large enterprises,
public bodies, and representatives of employers
and workers associations.

Forum for Innovation
  • is the first virtual space in Italy which has
    been created for the interaction of public and
    private operators.
  • It is space where they can interact and draw up
    strategies.
  • promoted by the Province of Milan, is a stable
    structure for coordinating the innovation system,
    and has the following objectives

  • Two Strategic Programmes have been implemented
    SP 1999-2001 and SP 2002-2004.

  • Object support investments and expenses of SMEs
    located within the Province of Milan which deal
    with the development of information and
    technology tied to communication and quality.
  • Amount financed about 13 million Euros

The initiative grew out of the knowledge that
e-commerce and e-business, as well as, the
adoption of environmental management systems and
systems for certifying product quality and
processes are important in increasing
competitivity and enhancing quality within
enterprises.

The Province of Milan, the Lombardy Region and
the Chamber of Commerce of Milan carried out in
2002 and 2003 2 important initiatives aimed to
increase European and international patents of
the SMEs, Private Research Center and to support
new innovative enterprises in the Milanese area.

  • The FORUM for Innovation, a point of strategic
    discussion and confrontation among
    representatives of the Province of Milan and the
    Lombardy Region Authorities, as well as
    representatives of the main institutions/organisat

  • The EUROPEAN DELCOSI PROJECT, to promote new
    solutions of "technology transfer" and for the

TRANSFER BY HEADS
  • TRANSFER BY HEADS
  • THE PROVINCE OF MILAN with the support of
    POLITECNICO INNOVAZIONE and THE FOUNDATION BANCA
    DEL MONTE DI LOMBARDIA has supported for the
    years 2002-2003 about 50 Transfer by head
    addressed to graduates or granduants from the
    Politecnico of Milan.
  • The Transfer by heads, which is a new model of
    traineeship, relates to high technical and
    scientific projects and initiatives. It allows
    the getting in of a student or a new graduate in
    a firm for a period of 56 months. The student or
    the new graduate will be supervised and
    coordinated by a university tutor who will be
    appointed on the basis of her/his competence and
    disposability.
  • In the Transfer by head are therefore involved
    three subjects with complementary tasks and
    objectives
  • The firm has the possibility of developing and
    innovative project of research thanks to the
    participation of high technological qualified
    (university tutor) and motivated (student)
    professional resources
  • The university tutor has the task of planning,
    monitoring and valuing the activities developed
    during the traineeship/ ad hoc resources
  • The student new graduate has the chance of
    applying her/himself to an interesting and
    meaningful experience by putting the theoretical
    knowledge learnt during her/his curriculum into
    practice.

MATREND PROJECT
  • MATREND
  • focused on new ways of carrying out technological
    check-ups of enterprises. It was developed by Bic
    "La Fucina", based in Sesto San Giovanni, in
    cooperation with Consorzio Milano Ricerche.
  • The prefixed objective concerned the innovation
    of Small and Medium Enterprises through the
    processes of technology transfer and the creation
    of a connecting bridge between with research
    institutes and universities.
  • The project has had different operating phases
  • Initial assessment of the technological problems
    of 35 companies and of possible research and
    innovation problems
  • In depth technological check-ups of 19 companies
    carried out by technical experts from the Milan
    Research Consortium and by Milanese
    Universities
  • Putting together of a report showing possible
    technological solutions of a necessary innovative
    type and the possible costs for starting up a
    research project
  • Starting up of 10 research projects for which
    the BIC obtained public financing through the
    European Community and through Italian
    Institutions

1.1 LEGAL FRAMEWORK OF SPIN-OFFS.
1.1.1 National Framework
  • Constitution of University spin-offs in Italy
    very recent.
  • Lack for years of a National Law allowing and
    ruling spin-offs constitution and functioning.
  • 1999 new law foreseeing the Reorganization of
    the discipline and simplification of the
    procedures to support the scientific and
    technological research, the diffusion of
    technologies and the mobility of researchers.
  •  Such Decree regulates in general the
    interventions to support industrial research. In
    particular, it establishes the group of
    admissible beneficiaries of aids (at different
    levels European, National, Regional, Local) to
    support research, valorization of research
    results, and technological innovation.
  • Among admissible individuals (firms, research
    centres, consortia between companies and
    Universities), the Decree includes also
    societies of recent creation or in constitution
    aimed at the industrial use of research results,
    with the shareholding or some kind of engagement
    of all or one of the following individuals
    University Professors and Researchers, research
    personnel of research entities, ENEA and ASI, as
    well as research doctorates and fellowships. For
    all theses cases, the Law No. 449 of July 27,
    1997, which establishes the regulation bases of
    Universities and depending entities, in its
    article 51,codicil 6, regulates the authorization
    process for labour temporary licences and the
    conservation of the labour position, as well as
    questions regarding Intellectual Property Rights
    (IPRs) and the limitations to prevent conflicts
    of interests with the new societies.
  • It is from this norm that the Italian law
    recognizes the constitution of University
    spin-offs, and orders to each University the
    production of regulations that disciplines the
    constitution and functioning of the University
    spin-offs, as well as all the related activities
    (Universitys shareholding of the spin-off, IPRs,
    use of University infrastructures and labs,
    etc.).
