Purpose
  • Additional eyes and ears to help deter criminal
    activity and identify potential hazards and
    emergencies (accidents, fires)
  • Enhance the delivery of services to the public
  • Enhance cooperation between a variety of
    agencies, both public and private

Strategy
  • Businesses and government agencies that have
    two-way communications are organized to report
    dangerous or suspicious situations.

What is suspicious activity?
  • Anything that seems out of place or is occurring
    at an unusual time of day. When in doubt, call!
  • Persons entering or leaving a business
    establishment after hours
  • Sounds of breaking glass or screaming
  • Persons walking through yards of residential
    areas or seeming out of place

    locations or unusual times

  • Motor vehicle accidents
  • Reckless/impaired drivers
  • In progress crimes, such as assaults
  • Audible alarm
  • Overcrowding of bars, restaurants, etc.
  • Blocked/Obstructed fire hydrants
  • Damage to fire fighting equipment (i.e. FDCs on
    buildings, etc)
  • Parking in fire lanes.
  • Illegal burning
  • Environmental issues (i.e. hazardous materials
    leaking/dumping/runoff)
  • Other hazardous conditions, such as downed wires,
    smoke or odors.

  • System Security
  • only OWASA employees around water storage tanks,
    treatment plants and pump stations
  • only OWASA employees operating valves,
    installing/repairing water meters, etc.
  • Public Safety
  • missing/loose manhole covers
  • sink holes, pavement failure around water/sewer
    lines
  • System Integrity
  • wet pavement/ground when it hasnt rained
  • water should not be coming out of a manholes or
    valve boxes

How to report
  • Call 911, or have dispatcher call
  • Give name, agency, and that you are a SafeWatch
    caller
  • Give complete detailed information including
    (especially important if relaying through a
    dispatch point)

Needed information
  • Type of incident
  • Location
  • Time of incident, i.e. happening now, just
    happened, or happened in the past
  • Any suspect, suspect vehicle and direction of
    travel, if applicable
  • Victim information
  • Any injuries, nature and any other issues such as
    road blockage or fluid spills
  • Stay on the line and if possible, at scene until
    help arrives

Other Considerations
  • DO NOT attempt to take action on your own! Wait
    for help.
  • Do not place victims or children in your vehicle
    unless necessary for security or comfort (extreme
    weather or other factors)
