THC 61C Background
  • Started in 1997, request by Mrfs.
  • Originally THC 59 - Changed name to THC 61C in
    02 to align with IEC
  • Existing UL/CSA Bi-National Std
    UL-250/CSA-C22.2 (ANCE uses IEC)
  • Mfrs. want tri-national, based on IEC

THC 61C Issues
  • Continuity of roster
  • 2 different Chairman due to ANFAD personnel
    changes
  • 2 diff Sec., due to AHAM changes
  • Several mfrs. roster changes
  • ANCE staff changes
  • CSA staff changes
  • UL only continuity!

Lessons Learned
  • Need roster continuity
  • Pace driven by mfrs.
  • Shouldve done 60335-1 first, to reduce national
    differences in part 2
  • Mexico cannot directly reference IEC standards
    increases national differences
  • CSA adopted IEC 2-24 verbatim in late 90s, and
    saw CANENA effort as step back, so withdrew, but
    mfrs. not ready for IEC stds without some
    national differences
  • Took 2 years to get CSA back

Status of THC 61C Effort
  • Out for final approval by each SDO
  • Expected publication summer 05
  • Based on IEC 6th edition
  • 38 pages of National Differences
  • Differences may be reduced after Part 1 is
    harmonized

Future Concerns
  • Keeping tri-national std current with IEC
    amendments both Part 1 2 (new IEC amendments
    just came out)
  • Effective date transition period when either
    the current binational or tri-national std can be
    used
  • mfrs. liability risk of not using most stringent
    one
