1
Integrated Hydrological Data and Knowledge
Management Transfer for Flood Warning Centres in
Germany and AustriabyGrad. Geographer Matthias
Egeling Germany
2
General Information (1)
Introduction
Results and doctrines of the flood catastrophes
in Mid-Europe in the last 4 years
  • increasing data security and availability
  • consolidating the amount of informations
  • simplifying communication ways
  • shortening ways and times of messages

3
General Information (2)
Introduction
  • The KISTERS AG, Germany, in cooperation with
partner companies, were contracted to supply all
necessary components for the modernisation of the
new flood warning centres in- Saxony-Anhalt
    (Germany) active since 2005/6
  • - Lower Austria (Austria) active since 2005
  • - (new!) DDE Dordogne (France) active in 2007

4
General Information (3)
Introduction
  • This presentation shows the results experienced
from the design and optimization of two flood
    warning centres in mid-Europe
  • Saxony-Anhalt(State Services for Flood
    Protection and Water Management, Germany)
  • Lower Austria(Hydrographical Services Lower
    Austria, Austria )

Geography and Basics Lower Austria
Location
Lower Austria (HLZ Flood-Warning-Centre)-
Sankt Pölten
  • Danube river (waterway)
  • many small catchments
  • rapid and quick discharges
  • 120 measuring stations
  • 70 surface water stations
  • 30 precipitation stations
  • 20 groundwater stations
  • storing intervals 5 to 60 minremote call
    intervals 15 to 60 min
  • 3 WISKI users
  • MS SQL 2000 relational database
  • SODA telemetry system

The Flood Warning Centreof Lower Austria
(Austria)
Introduction
Apart from East-Germany the country Lower-Austria
was especially strucked down from the flood
disaster in August 2002
  • the measurement net didnt fulfill the
    requirements
  • the remote call commmunication lines were
    overburdened and not enough
  • the public information was unsatisfying

8
The Flood Warning Centreof Lower Austria
(Austria)
Tasks
  • Optimization of the remote call processes and
communication lines for online acquisition of
    hydro-meteorological data
  • Optimization of contents and statements to stage
    und discharge informations
  • consolidating of hydro-meteorological data and
    information of different parties
  • Optimization of the alarming and distribution
between a lot of communication platforms
  • Integration of the results from flood forecast
    models

Requirements
  • Requirements
  • Data monitoring and remote data fetch transfer
  • Alarm Management
  • Time Series Data Management
  • Base Data Management
  • Forecast (Model Integration, Scenario Management)
  • Data Publication(Inter-/Intranet, FTP, E-Mail,
    Documents, SMS)
  • Redundant Configuration(two identical data
monitoring and remote data fetch transfer systems)

Concept
  • redundant design of the monitoring- and remote
    call systems
  • SODA Monitoring and remote call system
    (redundant)
  • AlarmManager Alarm Management (redundant)
  • WISKI time series and basic data management
  • WISKI application server (redundant)(4 x
calculation server, 6 x services server)
  • WISKI Web publication (redundant)(Inter-/Intranet
    , FTP, E-Mail, SMS)

Workflow
  • SODA remote call and plausibilization of the
    incoming data
  • ?
  • ALARMMANAGER production of alarm messages for
every station automatic transfer via SMS, E-Mail
or Fax.recipients staff of the flood warning
centre and central hazardous centre of Lower
    Austria ?
  • WISKI storing, calculation, analysis of the
monitored values information of the responsible
    institutions. ??
  • Forecast discharge models of the TU/BOKU Wien
    (small catchments) and Scietec, Linz
    (Danube).Precipitation forecast of Austrian
Weather Service (ZAMG), Wien. Both in common
    software-shell of WL/Delft Hydraulics, Delft,
    Netherlands.

Workflow
  • ?
  • Information distribution four recipient groups
  • Group 1 Hazardous centre of Lower Austria
  • Group 2 municipalities and catastrophe forces
    (fire brigades, military)
  • Group 3 media (printmedia, television)
  • Group 4 affected and public.
  • - only group 1 gets automatic generated
informations - other groups after phone call or
    the Internet portal
