Why Zonal HCTS Approach
  • Wide improvement of quality and efficiency of
    health services.

  • Ensuring the operability of medical equipment

  • -inspection
  • -regular service as cleaning, disinfection or
    sterilization
  • -assurance of necessary supplies
  • - reception of new equipment
  • -training users and maintenance staff
  • -managing maintenance services and workshops
  • -repair
  • -providing and maintaining technical information
  • -Use technical information in planning in CCHP.

Financing of the ZHCTS
  • The ZHCTS set up budgets annually
  • The Budget contains all costs (depreciation,
    staff, ..)
  • The Budget shows as well the income side of the
  • ZHCTS, how the costs are financed!
  • The Budget has to be approved by the Annual
    General
  • Meetings!
  • (the member health facilities have to budget
    according to the Policy Guideline of the MoH.)

  • POLICY GUIDELINE
  • 4.3 Budget for Maintenance and Repair
  • The annual plan and budget should provide for
    maintenance of technology. Facilities should
    allocate around 5-6 of stock value per year for
    health technology, 2-3 of construction cost for
    building per year and 3-4 of purchase and
    installation costs per year for utility services
    and plans.

Staffing
  • Minimum requirements
  • 1 engineer (biomedical electrical, electronics)
  • 1 technician
  • With these staff approx. 10 13 hospitals can be
    served. In case of more clients the number of
    staff has to be increased.

PPP in HCTS
  • All health facilities are welcome and served as
    customers and members of the ZHCTS, independently
    from the ownership of the health facilities.
  • For example SHHOMA serves facilities in Ruvuma
    and Iringa Regions owned by churches,private and
    the District Councils e.g.Tunduru DH, Mbinga DH,
    Songea RH and Songea DH
