Title: Performance Indicators For Emergency Management

1
Performance Indicators ForEmergency Management
  • S. M. Faulk, Specialist
  • Emergency Preparedness

2
Introduction
  • Fluor Hanford, Inc. (FH) is making use of leading
indicators and statistical methodology to assist
    in safety
  • Uses statistical process control (SPC)

3
Emergency Management Performance Evaluation
  • FH emergency management has used exercises,
assessments, and trending and analysis of issues
    in corrective action management system
  • Management requested that leading indicators be
developed for use in emergency management area

4
Emergency Management Performance Evaluation
  • FH emergency management has recently developed
performance indicators using SPC based on
practices for project drill scheduling, conduct,
    and evaluation
  • Drills scheduled and conducted
  • Drill success
  • Emergency response organization proficiency

5
DOE Voluntary Protection Program (VPP)
  • Simply complying with regulations is not
    sufficient for continual improvement
  • VPP has helped to focus
  • management and union
  • efforts and teaming
  • Leading indicators fit in with
  • worksite analysis

6
Performance Indicator Description
  • Data are plotted in time sequence
  • Baseline average (center line) is added
  • Upper control limits (UCL) and lower control
    limits (LCL) are added
  • UCL and LCL represent the expected range of
    variation in the data.
  • See Hanford Trending Primer at
    http//www.hanford.gov/safety/vpp/trend.htm.

7
Performance Indicator Use
  • The control chart helps characterize the data
  • Management must interpret the information,
formulate the appropriate action, take the
action, and determine the effect of the action
  • Leading indicators are a method to influence
performance versus a method to predict performance

8
Current Indicators
  • Drills scheduled versus drills conducted
  • Percentage of drills evaluated as successful
  • Number of emergency response organization members
    evaluated versus scheduled
  • Percentage of emergency response organization
    members evaluated as proficient
  • Percentage of proficiency objectives successfully
    completed

9
A Color-Coded Dashboard
  • Integrated presentation
  • Combines the best of balanced scorecard with
    SPC
  • Better than rolling all data into one index
  • Allows a systems approach
  • Management determines acceptable performance

Conclusion
  • Performance indicators, used with other
assessment techniques, can be an effective tool
    in assessing emergency management programs
  • Currently being successfully used in other safety
    management programs
  • Can provide insight for decision-making
