WHAT IS THE HOUSE OF COMMONS
  • The House of Commons is the most powerful of
    Parliament's two houses.
  • It has 659 members who are elected when the whole
    nation votes in a general election.
  • The members are called MPs. They are elected by
    people in their constituency

(Ministers, shadow ministers) Discuss and fight
for the rights of the UK people.

RULES OF THE HOUSE OF COMMONS
  • The MPs are allow to interrupt and refuse other
    MP at any time
  • Try to keep the composure and the respect to
    other delegates all the time
  • Obey the speakers
  • Manage the most respectful language during the
    debate.

Procedure in debate
  • The delegate can speak in first person
  • It is the Speakers duty to keep order in debate
    and to call MPs to speak. The MP selected must
    address the Chair, and must refer to other MPs by
    their constituency or to Ministers by their
    office. Thus MPs will refer to each other as The
    Honourable Member for , or (to Privy
    Counsellors) The Right Honourable Member for .
    If the MP referred to is of the same party, they
    will generally be My Honourable Friend. By
    custom, only Ministers and Opposition spokesmen
    and women (front-benchers) may speak from the
    Despatch Boxes.

  • In the moment a motion comes to the committee,
    the procedure will change a little
  • When the voting part arrives, the delegates who
    are in favor must answer when the speaker say
    Aye and for the delegates that are against must
    answer no
  • When the chair ask for the ones in favor and the
    ones against, the delegates must stand up.

BILLS AND ACTS
  • A Bill is a proposal for a new law, or a proposal
    to change an existing law, presented for debate
    before Parliament.
  • A Bill can start in the Commons or the Lords and
    must be approved in the same form by both Houses
    before becoming an Act (law).

  • How to make an Position Paper in HOC
  • The position paper is a more detailed document
    from the Opening speech. At the beginning you
    must mention a part of the bibliography of your
    MP, investigate how did the MP got into the
    Chamber and how his or her decisions and opinions
    are important for the party he or G belongs .
    After that, you need to write about the topic
    that is going to be discussed (both from the
    model) in which it contains the position from the
    MP, the possible solutions the MP propose and the
    main ideas the party your MP belongs has.

    he belongs
  • -Explanation of the topic being discussed
  • -Position the MP has regarding the topic
