TITLE IV-E OF THE SSA
  • Federal Foster Care and Relative Guardianship for
    Children From Economically Poor Families
  • Federal Adoption for Children Under the Custody
    of a State or Tribal IV-E Agency
  • Began in 1980. Before That it Was a Part of the
    AFDC Program (Title IV-A)
  • Requires Non-Federal Match
  • Available to
  • State IV-E Agency
  • Tribal/State IV-E Agreement (Pass Through from
    State IV-E Agency)
  • Direct Funding Between Federal and Tribe
  • 3 Components
  • Maintenance (Board Room)
  • Administration (Case Management, Child Placement,
    Licensing, etc.)
  • Training of Staff, Foster/Adopt/Guardianship
    Parents, Courts and Others Serving IV-E Children

TITLE IV-E TRAINING(Unless Noted Non Salary
Expenditures for Agency Staff
  • Training For
  • Public IV-E Agency Staff and Those Preparing to
    Work for the Agency
  • Initial Training (one week or more Can Include
    Salaries Requires PACAP revision )
  • Workshops, Conferences, Seminars, Courses, etc.
  • MSW BSW Stipends, Tuition, Educational
    Supplies
  • Short Term Training (Including Travel, Per Diem,
    Registration Fees Trainers)
  • Current or Prospective Foster/Adopt and Relative
    Guardians
  • Initial/basic training, foster/adopt conferences,
    annual training, seminars and training specific
    to a childs needs)
  • Community Partners (including judges, attorneys,
    Guardian Ad Litem, and agencies/individuals that
    serve IV-E eligible children (i.e. Mental Health
    Pros,)
  • Training to increase their ability to provide
    support and assistance to foster and adopted
    children and those cared for by a relative
    guardian

  • Examples of Reimbursable Topics (CWPM 8.1H,
    questions 8 21)
  • Topics related to administration listed at 45 CFR
    1356.60 (c) plus
  • Social work practice, such as family centered
    practice and social work methods including
    interviewing and assessment
  • Assessments to determine whether a situation
    requires a childs removal from the home if NOT
    conducting a child abuse and neglect
    investigation
  • Cultural competency related to children
    families
  • Activities designed to preserve, strengthen, and
    reunify the family, if the training is NOT
    related to providing treatment or services
  • Child abuse neglect issues, such as the impact
    of child abuse and neglect on a child if the
    training is NOT related to how to conduct an
    investigation of child abuse and neglect
  • Effects of separation, grief and loss, child
    development and visitation
  • General substance abuse, domestic violence and
    mental health issues NOT treatment
  • Child social and emotional development and
    well-being

STATE/UNIVERSITY RESEARCH PARTNERSHIPS
  • State IV-E Agencies Can and Do conduct various
    forms of research for the proper and efficient
    administration of the title IV-E State Plan
  • The State IV-E Agency can purchase the research
    from a public or private entity and claim IV-E
    administration reimbursement.
  • When Foster Care, Adoption or Relative
    Guardianship Research is conducted by a Public
    University Partner on behalf of the State IV-E
    Agency, the Universities Indirect Rate for
    Research can also be claimed for IV-E
    administration research
  • IV-E Reimbursement Formula

    conduct research on IV-E Related Topics X
