9Definitions for Accessibil ity
10Allowables and Validity
- Construct Validity -- a test must assess what it
is intended to measure. For example, a reading
test is designed and normed as a test of reading
ability. Therefore, any changes to the assessment
cannot interfere with the ultimate purpose -- a
measure of reading ability.
- Construct Validity
- Construct validity refers to the degree to which
a test or other measure assesses the underlying
theoretical construct it is supposed to measure
(i.e., the test is measuring what it is purported
to measure).
11Assessment Vendors
- Assessment vendors develop options to provide
accessibility for a wide range of student needs. - These options are designed to maintain the
VALIDITY of the assessment.
12 General Accessibility for All
- Definition
- Accommodations are practices and procedures that
provide equitable access to grade-level content. - Accommodations are intended to reduce or
eliminate the effects of a students disability
or level of language acquisition they do not
reduce learning expectations.
13General Accessibility for All
- The accommodations provided to a student must be
consistent for classroom instruction, classroom
assessments, and district and state assessments.

14 General Accessibility for All
- It is critical to note, that each assessment may
have unique accommodation policies, therefore
Educators should pay careful attention to
assessment policies and what the assessment is
trying to measure.
15General Accessibility for All
- Furthermore, although some accommodations may be
appropriate for instructional use, they may not
be appropriatefor use on a standardized
assessment. (WI DPI)
16Accessibility Layers
Universal Embedded Accessibility
Designated Individual Supports
Individual Accommodations
17General Accessibility for All
- Universal Toolsare access features of the
assessment thatare either provided as
digitally-delivered components of the test
administration system or separate from
it.Universal tools are available to all students
based on student preference and selection. - Allowable Test Practices (as in WKCE)are for all
students, as needed they do not alter the
content being tested.
18General Accessibility for All
Designated Individual Supports
- Designated Supports are features that are
available for use by any student for whom the
need has been indicated by an educator or team. -
19General Accessibility for Individuals
- Accommodations are for students with disabilities
and English Language Learners they do not change
the content being assessed or the skill level.
Examples of accommodations include a large-print
test or using a scribe to record student answers.
Individual Accommodations
20General Accessibility for Individuals
- Modificationsdo change what is being assessed
and are not allowed for any student during
Wisconsin Student Assessment System (WSAS)
testing. Examples of modifications include

student, the following criteria should be
considered - Current English language proficiency level as
determined by ACCESS for ELLs - Literacy in the home language and in English
- Opportunity to learn the content areas assessed
- The primary language of instruction in the
content areas - Experience or length of time in U.S. schools
