Grant Purpose
  • Help school systems make school repairs or
    renovations to address severe needs and,
  • Provide resources for renovation-related
    technology needs.

Grants Awarded
  • On a competitive basis
  • On the following criteria
  • of poor students enrolled in the LEA
  • The need for school repairs and renovations
  • The fiscal capacity of the LEA to meet repair
    needs
  • The likelihood the LEA will maintain facilities

Grant Amounts
  • 17,209,755.00
  • Amount available to the state
  • 10,335,006.00 (75)
  • Must be distributed to LEAs using High Poverty
    and Rural Status as a priority
  • 4,302,438.00 (25)
  • Will be available for all LEAs to compete for in
    the area of technology

Minimum Amounts
  • The amounts on the preceding slide indicate the
    minimum amount of money per category.

Poverty
  • Determined by 2000 U.S. Census Bureau Data
  • Not participation in the free and reduced lunch
    program
  • High Poverty
  • LEAs with 30 or greater of children ages 5-17
    living in poverty or the number of children
    living in poverty in the LEA is at least 10,000

Poverty (Cont.)
  • High poverty LEAs will receive an amount
    proportional to the amount they receive under
    Title I, Part A in relation to the total Alabama
    Title I, Part A allocation
  • This proportional amount is 41.51
  • A minimum of 5,364,947 will be allocated to LEAs
    that qualify as high poverty

Rural Status
  • Metropolitan Statistical Analysis (MSA) data was
    used to determine rural status
  • Rural LEAs will receive a proportional amount of
    what they received under Title I, Part A
  • This amount is 38.51
  • A minimum of 4,970,059 will be allocated to LEAs
    that qualify as rural

Eligibility Charts
  • School Renovation Grant
  • Attachment 1
  • Number of children in poverty x 130 or 100,000
    whichever is greater
  • Technology Grant
  • Attachment 2
  • Number of children in poverty x 25 or 35,000
    whichever is greater

Other Selection Criteria
  • Applicants will have to demonstrate a connection
    between the Capital Plan, Technology Plan, and
    grant applications
  • Only projects identified in LEA Capital Plan or
    assessment conditions assessed as severe in the
    assessment process will be acceptable projects

Key Guidance Issues
  • Emergency school repair or renovation projects
    that are necessary to ensure the health and
    safety of students and staff.
  • Examples can be found under G.1, Guidance and
    Instructions.

Funds May NOT Be Used For
  • Facilities maintenance costs.
  • Construction of new facilities.
  • Stadiums or facilities used for athletics or
    exhibitions or where admission is charged to the
    general public.

Technology Projects
  • Must be carried out in conjunction with school
    repair and renovation.
  • Examples can be found on G.8, Guidance and
    Instructions.

Combining Funds
  • Funds may be used with other funds in a more
    comprehensive project.
  • Accounting for these federal funds should be done
    separately to demonstrate program compliance.
  • May be combined with QZAB funds.
  • Cannot be used for debt service.

Fees
  • Funds may be used for architect and engineering
    costs

Supplement not Supplant
  • Funds may only be used to supplement non-federal
    school repair and renovation funds.

Community Input
  • LEAs must provide parents, educators, and
    interested community members with an opportunity
    to consult and comment on the use of funds.
