THE PROBLEM -Young people in California have
access to alcohol
  • 53 of 11th graders have had one full drink at
    least once in their lifetime.
  • 13 of 9th graders have had one full drink in the
    past 30 days.
  • 7 of 9th graders have binged drank in the last
    30 days (5 or more drinks in a row).
  • 21 of 11th graders in their life have either
    driven a car when they have been drinking or have
    been in a car driven by a friend when he or she
    had been drinking.
  • 77 of 11th graders and 59 of 9th graders said
    it was fairly easy to very easy to get alcohol.
  • In Glenn County young people report that they get
    alcohol from older friends and family members and
    that they see minors drinking at cultural and
    recreational events where adults are present.

ENVIRONMENTAL PREVENTIONONE SOLUTION - WHY TRACE?
  • TRACE requires no cost. It is free!
  • TRACE is about getting to the root of the problem
    of underage drinking. Not about getting someone
    into trouble. It is about trying to change norms.
  • Alcohol Beverage Control (ABC) does the work for
    the police department.
  • The Police Department or Law Enforcement only has
    to make ONE call. Then a simultaneous
    investigation is set into motion to TRACE how the
    minor got access to alcohol.
  • Law Enforcement can call on any sort of negative
    alcohol related incident (crashes, sexual
    assaults, fights, etc.) involving a minor. It
    does not have to involve a death.
  • If merchants sold or older others provided the
    alcohol, they could be liable for damages,
    receive fines and/or lose their license to sell
    alcohol.

TRACE FACTS - Here is how it works
  • When an investigating officer identifies an
    incident where someone may have illegally bought
    or been served an alcoholic beverage by a
    licensed establishment, California Department of
    Alcoholic Beverage Control is notified and they
    can conduct a simultaneous investigation.
  • During the investigation Information may be
    obtained establishing that alcohol was illegally
    provided to a person under 21.
  • Under TRACE, investigating officers will pursue a
    line of questioning to identify where the
    alcoholic beverages were purchased or served.
  • Evidence collected may include false
    identification, receipts, bags, labels, matches
    and statements of witnesses.
  • If ABC determines that a liquor outlet illegally
    provided alcohol to an individual under 21, the
    Department of Alcohol Beverage Control will
    suspend or revoke the liquor license of that
    business.
  • Protocol for TRACE was developed by ABC,
    California Attorney Generals Office, Office of
    Traffic Safety, California Highway Patrol,
    California Police Chiefs' Association, California
    State Sheriffs Association, Mothers Against
    Drunk Driving and Lynne Goodwin.

OUR FNL TRACE PROJECT

    the Roadmap, use TRACE toolkit
  • Gather Data/Assess youth access and identify
    where youth get access
  • Create letter to law enforcement asking to be on
    their agenda for a officer training
  • Prepare presentation talking points
  • Practice presentation
  • Present to law enforcement asking them to adopt
    protocol
  • Provide law enforcement with business cards
  • Once protocol is adopted inform merchants and
    community about TRACE protocol
  • Create informational packets for merchants
  • Visit each merchant and inform them about TRACE
  • Place information in stores about TRACE ex.

  • Give opportunity for community members/businesses
    to take Count Me In Pledge and Receive General
