CDM project pipeline of Vietnam

• There are 4 projects(PDD) approved by DNA and 38
  PDDs and PINs are developing.
• 04 projects approved by DNA are
• Rang Dong Oil Field Associated Gas Recovery and
• Utilization Project (code AM0009). 6,770,000
  tCO2/10years.
• 2. The Model Project for Renovation to Increase
  the Efficiency
• Use of Energy in Brewery in Thanh Hoa.121,257
  tCO2/10years
• 3. Song Con 2 Hydroelectricity project . 987,685
  tCO2/10years.
• 4. Ngoi Duong Hydroelectricity project . 284,629
  tCO2/10years
• Total of 04 projects 8,163,571
  tCO2/10years.

Botlenecks in CDM project development

• Lack of fund for development.
• We need big fund for normal project component
• development, for FS, for administration, now we
  need
• additional fund for CDM ( transaction cost). It
  is difficult
• to resource the fund, because the normal
  component
• should be not attractive and low understanding of
  CDM.
• So most CDM project development relay on outside
  aid.
• Contradiction of requirements. ( chicken and egg
  dilemma!)
• CDM additionality requires to show the project
  is non-
• feasible, while developers or buyers want to be
  convinced
• in project feasibility. They ask for so much
  documents for
• project clearance.

Botlenecks in CDM project development

• Methodology.
• There are only few consolidated
  methodologies for large scale projects, which are
  attractive to investors.
• 4. Lack of skilled domestic experts able to
  develop CDM project documents themselves and to
  opponent the project documents.
• 5. Short time left before 2008 and poor vision
  of post Kyoto protocol period.

CD4CDM contribution

• Improving understanding, awareness of
  stakeholders.
• At least 4-5 workshops/trainings were held every
  year in big cities and provinces. Wide CDM
  project identification team.
• Technical experts training and technical base.
• Series of workshops/training in Vietnam and
  outside of Vietnam on CDM project development
  skill ( how to write the PINs, PDDs,
  Additionality tools, Analysis of PDD etc.)
• Series of small readable books in most
  aspects of CDM development has served as good
  material for training and references.
• Some funds were located for research
  activities, like for baseline studies (grid,
  energy, forestry), for GHG reduction potential in
  different sectors can form a good technical base
  for project development.

CD4CDM contribution

• 3. DNA strengthening.
• CD4CDM helped greatly in DNA capacity building
  (including the DNA role recognition). The rule,
  procedure and the knowledge of CDM National
  Advisory Board improvement makes the approval
  process smoother.
• 4. Access to the international market.
• CD4CDM has supported many activities in CDM
  market facilitation such as Carbonexpo
  participation, investor forum etc. These
  remarkably help the country members to introduce
  their CDM potential, to establish contacts and
  cooperation among CDM international community and
  carbon buyers and developers. One can notice that
  these activities are very specific of CD4CDM and
  very useful.
