NHSC Scholarship Program
  • Scholarships to students who commit to practicing
    primary care in HPSAs of greatest need (HPSA
    score gt16)
  • Period of service is 2-4 years based on number of
    years of scholarship support
  • HPSA threshold re-calculated annually,
    beginning July 1

  • Repayment of educational loans for full-time
    primary care clinicians
  • Two-year service commitment with options for
    additional years
  • Maximum repayment during the required initial
    two-year contract is 60,000 (tax-free)
  • Site/vacancy must be approved and clinician must
    also make a separate application to the NHSC

Clinicians
  • When hiring NHSC clinicians, sites agree
  • Full- or half-time clinical practice
  • No reduction in salary because of NHSC
  • Communicate changes in employment
  • Only allow practice at approved site(s)
  • Make available personnel/practice records
  • Not restrict communication between clinician
    and NHSC
  • Full-time defined as at least 32 hours per week
    in direct patient care. No more than 8 hours
  • administration. No more than 12 hours per day.
    No more than 35 days a year off for any reason.

Shortage Area
  • Must be located in and providing service to a
    federally designated Health Professional Shortage
    Area (HPSA)
  • Must be continuously approved by NHSC as an
    eligible site

NHSC Site Eligibility Automatic HPSAs
  • All Federally Qualified Health Centers (FQHCs)
    and FQHC Look-Alikes have an automatic HPSA
    designation
  • Certified Rural Health Clinics are eligible for
    automatic HPSA, but must apply and meet NHSC
    Charges for Services requirements
  • Native American populations and sites also have
    automatic HPSAs

  • Provide comprehensive primary care, mental and
    behavioral health and/or dental services
  • Minimum of 50 of patients must come from HPSA
  • Ambulatory (no inpatient sites)
  • Ensure access to ancillary, inpatient and
    specialty referrals
  • Ensure no financial barriers to care exist
  • Guidelines for Critical Access Hospitals to be
    announced.

NHSC Site Recertification
  • FQHCs (Community Health Centers, Migrant Health
    Centers, Public Housing Clinics, and Homeless
    Clinics)  do not need to recertify as long as
    they remain funded by the Bureau of Primary
    Health Care as an FQHC parent or satellite site
    that is within scope of project for the grant and
    meet the NHSC site requirements.
  • IHS and other federal sites such as Immigration
    and Bureau of Prisons no longer need to
    recertify.
  • All other health facilities will need to
    recertify every three years
  •

NHSC Site Recertification (cont.)
  • The recertification application will be made
    available in October through the site portal.  
  • More detailed instructions will be sent in a
    second email to those sites that need to
    recertify.  
  • To ensure the timely processing of all
    applications by February 2012, sites will be
    given separate application submission time
    frames.

Application Cycle
  • The annual filing period for the SLRP is from
    August 1 through October 1.
  • The deadline for 2011 has been extended to Dec.
    31, 2011. Awards will be made on a first-come,
    first-serve basis until funds are expended.
  • The application form is updated each year and can
    be found on the SLRP website.
