Present Status of Skill Development Efforts in
Tamil Nadu
  • Skill Development Programme is going in the state
    through multiple channels 22 Departments carry
    out this work. More important are
  • Through Polytechnics
  • Through Community Colleges under Tamil Nadu Open
    University
  • Through initiatives of universities such as
    Bharathiar University
  • Through ITIs (under Director Emp. Training)
  • Through Tamil Nadu Women Development Corporation
  • Adi-dravida, Backward Classes, Most Backward
    Classes and Minorities Department
  • However, each institution is working in its own
    silo, without any synergy
  • Now it is sought to be streamlined through
    formation of Tamil Nadu Skill Development
    Corporation
  • Under Directorate of Employment and Training, the
    Director E T also being the MD of the
    Corporation

Initiatives so far through Polytechnics
  • CIICP - Canada India Institutional Cooperation
    Project
  • Selected Polytechnic Colleges conduct Skill
    Oriented Courses for the students, pursuing
    Diploma course, as per the needs of the
    Industries
  • Personnel from Industries attend Skill Training
    Programmes conducted in selected Polytechnic
    Colleges in Tamil Nadu
  • Around 40000 persons trained every year in 137
    polytechnics
  • MHRD Project of Community Development through
    Polytechnics
  • In totally 56 Polytechnic colleges in Tamil Nadu,
    working in catchment area of 5-10 villages around
    them
  • Impart Skill Development Training Programmes to
    the intended target groups,
  • disseminate Appropriate Technologies for
    productivity enhancement and
  • provide Technical Support Services, to rural
    masses and slums dwellers
  • Around 50000 persons trained every year
  • Community College Scheme under National
    Vocational Education Qualification Framework
    (NVEQF) 10 polytechnics have already taken
    approval

Skill Development through Tamil Nadu Open
University
  • 22 vocational programmes offered through more
    than 200 Community Colleges of the University
  • University has signed an MOU with the NSDC for
  • re-designing the Universitys vocational
    programmes in order to align them National
    Occupational Standards (NOS)
  • for using the courses already available at the
    NSDC and
  • for awarding certification in recognition of
    prior learning (RPL).
  • University has identified 347 traditional skills
    for purposes of Traditional Skills Certification
    for livelihood improvement
  • 49 programmes with industry interaction
  • MOU with TNAU for running 16 Agriculture related
    courses
  • MOU with Transport Department for running a NVEQF
    compliant Course for the drivers, who do not
    possess 8th standard qualification

    curricula
  • Working with 43 industries and offering 100
    programmes
  • Infosys BPO, TCS BPO, Telecom Sector Skill

  • Sector Based curricula preparation
  • Insurance, Logistics, Supply chain management,
    finance, accounting, web designing
  • Skill training for SC, ST, Minorities for
    affirmative action
  • Finishing school for industry readiness
  • Specific industry-specific skill development
    programmes
  • Community college initiatives 33 courses in 9
    community colleges
  • Major Research Projects in Skill Development
    Areas
  • B.Voc Programme with Rs. 183 lakhs from the UGC

Skill Development through ITIs
  • Totally 1390 ITIs and 2420 Apprentice schools
  • Modular Employable Skill training scheme
  • Govt. ITIs are providing modular type part time
    training apart from regular full training
    courses.
  • 68 sectors and 544 modules incorporated.
  • Strengthening of Existing Infrastructures to
    improve the current courses
  • State fund, ITI fund and PPP
  • Up-gradation of Construction related trades like
    Mason, Carpenter, Wireman, Plumber at a cost of
    Rs. 50 Cr from Construction Welfare Board Fund.
  • 15 new trades in 12 Govt. ITIs in the year2014-15
    ( popular trades like, Electrician, Welder,
    Refrigeration and A/C mechanic, Wiremen etc.,).
  • New trade ( Fitter) for Deaf and Dumb students in
    2 Govt. ITI
  • Establishment of Language cum Soft Skill Labs in
    Govt. it is at the Cost of Rs. 7.5 Crore to teach
    English Language, Computer Skills and Soft
    skills.

  • Nodal agency for Tamil Nadu State Rural
    Livelihood Mission
  • Training of rural youth under aajeevika skills
    training programme
  • IT, Automobile, Textile, Hospitality,
    Construction
  • Around 15000 people trained annually

TN SKILL DEVELOPMENT CORPN
  • On the lines of National Policy on Skill
    Development , a State Level Mission for Skill
    Development set up in TN in 2009
  • Has been doing the following work
  • Skill training of around 2 lakh persons per year
  • Adoption of National Occupation standards
  • MoU with Sector Skill Councils / NSDC
  • Empanelment of Training Partners
  • Recognition of prior learning in construction,
    Textile and Automobile sectors on Pilot basis.
  • 35,000 persons to be covered under RPL.
  • Skill training in emerging sectors like technical
    writing, Marine food processing, Diary
    technology, non farm activities are taken up
  • Declared as a Special Purpose Vehicle and
    Nodal Agency in 2013 Converted into a
    section 25 Company of the Companies Act.

Vision Tamil Nadu 2023
  • Strategic plan for Skill Development and Skill
    upgradation one of the most important
    initiatives of Vision 2023 of the State
  • States that single most important resource for
    the States success and development is the
    availability of trained, knowledgeable and
    skilled manpower.
  • It envisages overall skilling for 20 million
    people in next 11 years.
  • 15 million entering job market and 5 million who
    are already part of working population
  • Creation of Skill Hub in the State where all
    skill development schemes are coordinated
  • Strategy proposed
  • Large scale skill development at the bottom of
    the pyramid
  • Employability programme for the skilled middle
    level
  • Setting up Centres of Excellence
  • Setting up of Skill Development Department

Vision of TN Government on Skill Development
  • TN Skill Development Corporation would act as the
    repository of all information regarding skill
    development
  • It would identify sectors (region wise) which
    would require manpower in short and medium term
  • Skill gap Survey Research
  • Competency Mapping and Curriculum Relevance
    revise / update the Existing curriculum
  • Prescribe standards in infrastructure, training
    content, duration and training cost
  • It would develop model syllabi for different
    sectors and levels which various institutions
    could use Industry Centric Curriculum
  • It would identify training partners Government
    and private
  • Remedial coaching and Finishing schools with
    affiliated colleges to enhance campus placement
  • Aim is that it would eventually act as a
    regulator for the sector to ensure that there is
    a proper match between demand and supply

Major Initiatives Contemplated
  • Having a cohort approach 5 cohorts identified
  • Uncertified workforce, school drop outs, formal
    academic system, vocational training system and
    certified workers
  • Prior Learning Assessment and Recognition
  • Vocationalization of School Education
  • Promote Competence Centres Cluster approach to
    reform existing institutions
  • Improve employability of polytechnic and
    engineering college students
  • Popularize on the job training
  • Popularize apprenticeship programme
  • Implement National Skill Qualification Framework

Expectations from AICTE other GOI bodies
  • Need for AICTE to design guidelines and standard
    model syllabi for different courses at all levels
    which each state could adopt after modifying the
    same for local context
  • At least 50-60 sectors can be identified for this
    purpose
  • Need for labour/ Finance/ Industry/ HRD
    ministries to make a medium term projection for
    various sector of economies and the labour force
    required for growth in these sectors
  • More useful if state (or at least regional level)
    projection can also be done
