About CIGRE
CIGRE (International Council on Large Electric
Systems, www.cigre.org ) is one of the leading
worldwide organizations on Electric Power
Systems, covering their technical, economic,
environmental, organizational and regulatory
aspects. A permanent, non-governmental and
non-profit International Association, based in
France, CIGRE was founded in 1921 and has now
almost 10,500 members in 80 Countries worldwide

About CIGRE (2)
CIGREs technical activities are split into 16
fields, each under the responsibility of a Study
Committee. Approximately 200 Working Groups are
active inside the 16 SCs The 16 SCs are
coordinated by a Technical Committee
  • C2 System Operation and Control
  • C3 System Environmental Performance
  • C4 System Technical Performance
  • C5 Electricity Markets and Regulation
  • C6 Distribution Systems and Dispersed
    Generation
  • D1 Materials and Emerging Test Techniques
  • D2 Information Systems and Telecommunication
  • A1 Rotating Electrical Machines
  • A2 Transformers
  • A3 High Voltage Equipment
  • B1 Insulated Cables
  • B2 Overhead Lines
  • B3 Substations
  • B4 HVDC and Power Electronics
  • B5 Protection and Automation
  • C1 System Development and Economics

The CIGRE Technical Committee Strategic Plan
7
The CIGRE Technical Committee Strategic Plan (2)
  • STRATEGIC DIRECTION 2 ENVIRONMENTAL CHALLENGES
  • Envisage solutions to address the environmental
concerns faced by the electrical power sector
  • Envisage solutions to address the public
acceptability issues faced by the electrical
    power sector
  • Record the lessons learnt and solutions adopted
    worldwide
  • Study system efficiency solutions

8
Power Sector Environmental Challenges
To respond and adapt to Climate Change
9
Power Sector Environmental Challenges (2)
To ensure the environmental compatibility of
plant operation, facing issues like Air Pollution
Acid rains Water resources Impacts on
Territory
10
Power Sector Environmental Challenges (3)
To face the extreme events and the natural
hazards, improving system safety and reliability
11
Power Sector Environmental Challenges (4)
To obtain the public acceptance of plants and
infrastructures
12
Power Sector Environmental Challenges (5)
  • According to UCTE - Union for the Co-ordination
    of Transmission of Electricity, average
    construction time in Europe are
  • 3 - 5 year for a GTCC (Gas Turbine Combined
    Cycle) power plant
  • 7 - 10 year for a HV OHL (High Voltage Overhead
    transmission Line)
  • because of complexity of authorization procedures

13
Power Sector toward Sustainable Development
To find innovative ways to integrate SD practices
into existing operations To support future
energy options that meet the expectations of
stakeholders as well as the sustainability needs
From WBCSD Powering a Sustainable Future - 2007
14
Power Sector toward Sustainable Development (2)
The Power Sector is also part of the solution
  • Diversify and De-carbonize the fuel mix
  • Increase the use of Renewable Energy Sources and
    Materials
  • Increase electricity penetration in End Uses
  • Improve the efficiency
  • Expand and reinforce the grid
  • Improve the Stakeholders engagement and the
    Communication

15
The Study Committee SC C3
CIGRE and environmental issues Inside CIGRE each
of the 16 Study Committees is in charge to deal
with specific environmental issues e.g. SC B2
deals with environmental impact and technological
mitigation measures of Overhead Lines SC C3, as
horizontal Study Committee deals with Power
System environmental issues from a system point
of view
16
SC C3 - Mission and Main Target Groups
The main goal of SC C3 is to present unbiased
positions and produce approaches on Power System
environmental performance and impacts and on its
implications for management, operation and
investment decisions.
The Electric Utilities themselves are the main
Target Group, specially their executives and
(environmental) managers. The results produced
by the SC should be of immediate use to that
group, either supporting decision making
processes or providing arguments for discussion
with authorities or for communication with other
stakeholders.
  • Other main Target Groups are
  • Authorities and Regulators
  • Public (in general), mass media, NGOs

17
SC C3 Technical Directions
The scope of SC C3 is categorised into the
following main TDs
  • TD 1 Power Systems development/operation and
    Environment
  • TD 2 Global environmental changes and Power
    Sector
  • TD 3 Public Acceptance of plants and
    infrastructures, Stakeholders Engagement and
    Communication
  • TD 4 Power Sector Efficiency and Environment

18
SC C3 Work
At the moment there are 7 active Working Groups
inside the SC C3
WG C3.01 EMF and Health
WG C3.04 Stakeholders engagement and
Communication in Sustainable Development
WG C3.05 Environmental Impact of Dispersed
Generation
WG C3.06 Strategic Environmental Assessment
WG C3.08 External Costs of Power Lines
WG C3.09 Corridor Management
JWG (B2, B4, C4) Electric Field and Ion Current
Environment of HVDC Transmission Lines.
19
