  • Croatia in TEMPUS 2000-2009
  • TEMPUS III Croatia joined the Tempus programme
    in the year 2000 which enabled it to receive
    grants amounting to about 3 million euro per
    year. During the Tempus III phase of the
    programme which lasted from 2000 to 2006 a total
    of 87 project were implemented in Croatia.
  • TEMPUS IV The Republic of Croatia participated
    at two project calls, in 2008 and 2009, with a
    total of 15 projects approved for funding with
    the total value of 12 million euro.
  • Since 2010 Lifelong Learning Programme (HE -
    ERASMUS) replaces TEMPUS.

ERASMUS MUNDUS
  • Croatian participation in EM has been mainly
    oriented to students who applied to pursue Joint
    Master Programmes at consortium of universities
    implementing Erasmus Mundus Master Courses.
  • Ministry enocourages Croatian HEI to apply to
    current Call as members of consortium.
  • Ministry and Agency for Science and Higher
    Education intends to re-examine national rules
    relating to accreditation (in line with the
    Buchurest Communique).

Bologna Experts National Teams of Bologna Experts
initiative
  • In addition to support to project implementation
    and programme promotion, National Tempus Office
    has coordinated the Higher Education Reform
    Experts HERE team, whose task was to foster the
    implementation of the Bologna reform.
  • Launched by European Commission and managed by
    EACEA.
  • Purpose providing pool of expertise, promoting
    and enhancing progress toward HE reform.
  • Activities co-financed through the TEMPUS grant
    until 2011.

  • Renewed Action Plan for Learning Mobility 2013
    2015 promoting high quality mobility aimed at
    enhancing competencies, knowledge and skills

Objectives for further development of Croatian
higher education policy
  • Reforming the education system on the basis of
    concepts LLL, LO, student-centred learning
    (Croatian Qualifications Framework)
  • Promoting recognition and validation of non
    formal and informal learning backed up with a
    sound QA system
  • Referencing and self certifying Croatian
    qualifications to the EQF and the QF EHEA
    (Bologna Framework)
  • Increasing relevance of qualifications and
    employability of graduates students tracing
  • Strengtening the QA system and relating it to the
    result based funding (programme agreements)

TEMPUS and ERASMUS MUNDUS long waited
opportunity for cooperation
  • Shared heritage of higher education systems in
    the region provides a ground for frutfull
    cooperation
  • No opportunities for structured cooperation
    between HEIs in the region for 4 years
  • Croatia at the crossroads between European Union
    and the Western Balkans opportunity for
    exchange of knowledge and experience in numerous
    fields.
