12-1-1 Disaster Data Management SystemAIRS
Conference New Orleans2nd Session
2AIRS Standards and Disaster Preparedness Status
and Experience
- Standard 17 Emergency Operations and Business
Contingency Plan - Standard 18 Formal Relationships with
Government and Private Sector Emergency
Operations and Relief Agencies - Standard 19 Disaster Resources
- Standard 20 Disaster-Related IR Service
Delivery - Standard 21 Disaster-Related Inquirer Data
Collection/Reports - Standard 22 Disaster-Related Technology
Requirements - Standard 23 Disaster Training and Exercise
3What is the primary purpose of 2-1-1 DDMS?
- Nation-wide access to 2-1-1 disaster data as
close to real-time as possible (operational)

4What is the primary purpose of 2-1-1 DDMS?
- 24/7/365 readiness of the 2-1-1 network for
disaster response (operational)
2-1-1 Disaster Data Management System
5What is the primary purpose of 2-1-1 DDMS?
- Development of standardized caller resource
data elements (support)
2-1-1 Disaster Data Management System
6What is the primary purpose of 2-1-1 DDMS?
- Development of disaster management protocols for
the 2-1-1 network (support)
2-1-1 Disaster Data Management System
7What is the primary purpose of 2-1-1 DDMS?
- Formal integration of the 2-1-1 network in all
phases of disasters with appropriate external
partners (support)
2-1-1 Disaster Data Management System
82-1-1 DDMS Main Components
- Suite of Data Management Tools
- Data Commons
- Data Exchange
- Data Dashboard
- Extension Warm Centers
- Nationwide Coordination
9Current Capabilities
- All the IR software systems have some basic
capability to produce reports.
Current State
10Future Capabilities
- With 2-1-1 DDMS participating 2-1-1s are able to
provide closer to real-time access to data for
external partners, allow for dynamic, ad-hoc
queries as well as ensure a more consistent
presentation.
Future Capabilities
112-1-1 DDMS
- Additionally, with 2-1-1 DDMS, designated 2-1-1
Extension (Warm) Sites would be able to
seamlessly support the 2-1-1 network while
preserving all the benefits of real-time access,
dynamic and consistent reporting.
Future Capabilities
122-1-1 DDMS Extension Warm Center
- An estimated between 6 to 12 Extension Warm
Centers would be needed to provide - 24/7/365 stand-by readiness to handle call
surges, 2-1-1 service blackouts, and other
potential scenarios that require an immediate
increase in call handling and/or resource
database management capacity. - Criteria for the selection of Extension Warm
Centers will be more stringent and demanding as
well as tightly linked to deployment coordination
requirements.
132-1-1 Disaster Preparedness Status and Experience
- Discussion
- Stages of disaster (prepare, response, relief,
recovery, mitigation) - Formal vs informal role
- Compensation
- Related Standards
- Standard 17 Emergency Operations and Business
Contingency Plan - Standard 22 Disaster-Related Technology
Requirements - Standard 23 Disaster Training and Exercise
142-1-1 Disaster Preparedness Status and
Experience(EXERCISE 1)
- Discuss with each other one or two aspects of
your disaster preparedness and/or experience that
you feel went very well or that you would like to
improve - How would you want a future 2-1-1 DDMS to support
or enhance you in the area you identified? - Remember to identify the disaster phase (i.e.,
preparedness, response, relief, recovery,
mitigation)
15Key Relationships
- Discussion
- With other 2-1-1s
- With external groups/entities
- Related Standards
- Standard 18 Formal Relationships with
Government and Private Sector Emergency
Operations and Relief Agencies - Standard 20 Disaster-Related IR Service
Delivery
16Key Relationships(EXERCISE 2)
Discuss with each other one or two aspects of
your relationships with key partners in disasters.
- How would you envision a future 2-1-1 DDMS
facilitating or supporting these relationships? - Remember to identify the disaster phase (i.e.,
preparedness, response, relief, recovery,
mitigation)
17Data Management and Reporting
- Discussion
- Caller Data
- Collection
- Storage
- Use/reports
- Resource Data
- Disaster taxonomy
- Pop-up Disaster resources
- Related Standards
- Standard 19 Disaster Resources
- Standard 21 Disaster-Related Inquirer Data
Collection/Reports
18Data Management and Reporting(EXERCISE 3)
Discuss with each other your call documentation
experience in disasters and how you used the data
gathered.
- How would you envision a future 2-1-1 DDMS
helping with data management and reporting? - Remember to identify the disaster phase (i.e.,
preparedness, response, relief, recovery,
mitigation)
