Looking West
  • By 1800 more than one million settlers lived
    between the Appalachian Mountains and Mississippi
  • There were few roads in the West, so they relied
    on the Mississippi River to ship their crops to
    New Orleans

  • 1795 Pinckney Treaty guaranteed Americans right
    to ship their goods to New Orleans
  • This worked well until 1801 when Jefferson
    discovered that Spain had secretely given New
    Orleans and Louisiana Territory to France
  • France, already set out to conquer Europe now
    Jefferson feared they sought control of America

Go to War
  • 1802-Spanish governor of Louisiana withdrew the
    rights of Americans to ship goods through New
  • Westerners exploded with anger and demanded that
    Jefferson go to war
  • What would happen if French took over New Orleans?

Surprise Offer
  • Best approach buy New Orleans from the French
  • James Monroe sent to France to make a deal
  • Monroe found France in an altered situation
  • France controlled the colony of Haiti which would
    serve as a base for defense of New Orleans

Haitian Revolt
  • Toussaint LOuverture led a revolt in Haiti which
    drove the French from their colony
  • Without a base to defend Louisiana, French could
    not control it
  • Tensions with Britain and France were rising
  • Napoleon needed money to support the war effort

  • France offered to sell the U.S. not only New
    Orleans, but the entire Louisiana Territory
  • Months for Jefferson to approve, so Monroe agreed
    to buy the territory
