What Assessment ?
  • Difficult because nothing was forseen to assess
    the impact of ESD what criteria ? Is
    interpretation of a document an implemetation ?
    Or improvement of employement conditions ?
  • Different tools and different levels manuals
    for workers, joint declaration for E.U.
    institutions, research studies, training guides
    for experts
  • Are we schizofrenic ? no links between ESD and
    national / company collective bargaining, between
    ESD and EWCs

  • And from the workpace to Brussels !
  • List of all documents summary with goals,
    actions to be taken, language availability,
    organisations aimed by the document
  • Select those texts that are still relevant and up
    to date set up a follow up and implementation
    policy

Assessment of ESD (1)
  • Positive
  • many actions have been taken at national level
    but European secretariats did not know !
  • Real added value for new member states
    declarations are pushing for better recognition
    of trade unions (Turkey), providing guidelines on
    vocational training, support to lobby legislator
  • Real impact of E.U. legislator temporary agency
    work directive,

  • Negative
  • Employers consider implementation of ESD as
    voluntary e.g. Germany
  • Little added value for many  old  members
    states that have good legislative frames
  • Lack of connection with national priorities of
    trade unions at national level (wages, hot issues
    in general)
  • Members disconnect ESD and national collective
    bargainning

Suggetions for Conclusions
  • Each member should (jointly with employers)
    adopt a national action plan to follow up and
    implement ESD in connection with national
    priorities
  • European SD yearly work program key moment for
    members. Not Secretariats to decide !
  • Develop synergies invite clients, providers,
    other ETUFs, EWC chairs as observers
  • Do not adopt documents without follow-up and
    implementation schemes !
  • Adopt the internal decision making process to
    ensure support from members (vote on texts
    silence means you disagree)
  • Raise the level of the agreements between Eu
    social partners, be brave !
