• Health policies should be NATIONAL policies (i.e.
  should not change when government changes, but
  should be evaluated and changed independent of
  politics)
• Involvement of all stakeholders is essential to
  successful interventions (community, media, NGOs
  Gov. Agencies, service users). This helps to
  reduce cost and avoid duplication.

  allocated based on needs
• Integration of services ensures continuity and
  improves quality
