FAR 23 (general)

• Must have adequate directional control during
  taxi.
• 90 degree cross-component of wind velocity,
  DEMONSTRATED to be SAFE for taxiing, takeoff, and
  landing must be established and must not be less
  than 0.2 Vso (stalling speed or min steady flight
  speed in the landing configuration)
• Must be satisfactory controllable in power-off
  landing at normal landing speed without using
  brakes or engine power to maintain a straight
  path until speed has decreased to at least 50 of
  the touchdown speed.

FAR 25 (transport)

• 90 degree cross-component of wind velocity,
  DEMONSTRATED to be SAFE for takeoff, and landing
  must be established for dry runways and must be
  at least 20 kts or 0.2 Vso (stalling speed or min
  steady flight speed in the landing configuration)
  whichever is greater except that it need not
  exceed 25 kts.
• Must have adequate directional control during
  taxi.

  EXCEPTIONAL PILOTING SKILL OR ALERTNESS in
  power-off landing at normal landing speed without
  using brakes or engine power to maintain a
  straight path

  degree cross-component of wind velocity up to 20
  kts or 0.2 Vso (stalling speed or min steady
  flight speed in the landing configuration)
  whichever is greater except that it need not
  exceed 25 kts.
