Statewide Historically Underutilized Business
(HUB) Program
What is a HUB?
A HUB is a minority or woman owned business
that is certified with the State of Texas as
a Historically Underutilized Business.
Currently, there are approximately 12,700
certified HUBs.

HUB Eligibility Requirements
Criteria I - Ethnicity, U.S. Citizenship, and
Texas Residency
  • Asian Pacific Americans
  • Black Americans
  • Hispanic Americans
  • Native Americans
  • American women
  • U.S. Citizen born or naturalized
  • Resident of the State of Texas

HUB Eligibility Requirements (contd)
Criteria II - Ownership
  • For Profit Business
  • 51 or more ownership

Criteria III - Active Participation
Must have a proportionate interest
active participation in the control, operation,
management of the business.
Criteria IV - Principal Place of Business
The principal place of business must be within
the State of Texas

Incentives To Become HUB Certified
  • FREE of charge and valid for four (4) years
  • Listed on the states HUB Directory
  • Agencies and universities are required to make a
    Good Faith Effort to increase contract awards
    to HUBs and report the utilization of HUBs
  • Increased exposure to prime contractors (743M
    spent w/HUBs in subcontracting opportunities)
  • Increased opportunities for non-competitive
    purchases (40M was spent w/HUBs through
    procurement card)

Statewide HUB Programs Mission
  • The mission of the Statewide HUB Program is to
    facilitate the use of HUBs in state procurement,
    and to effectively provide information on the
    state's procurement process to minority and
    woman-owned businesses.

Enabling Legislation
The Statewide HUB Program is administered in
accordance with
  • Texas Government Code, Chapter 2161, and
  • Texas Administrative Code, Title 34, Part 1,
    Chapter 20, Subchapter B

Memorandums of Agreement (MOA)
  • The Statewide HUB Program has
  • Established Memorandums of Agreement
  • (MOA) with ten certification entities.
  • Minority and women owned business who
  • are certified with one of these entities may
  • received HUB certification if
  • The certifying entity determined that the
    business meets HUB eligibility and
  • The certifying entity submits the business
    information to the Statewide HUB program for HUB
    certification approval and inclusion into the
    states HUB Directory.

Statewide HUB Program Certification Process
  • The application requires general business
    information and inclusion of documentation
    substantiating HUB eligibility
  • On-site compliance reviews may be performed prior
    to granting HUB certification and/or during the
    term of a business HUB certification

  • Upon certification approval, the vendor is sent a
    HUB Certification Package
  • Vendors who are denied HUB certification have the
    opportunity to appeal the decision
  • HUBs are sent a renewal notice approx. 90-days
    prior to their HUB certification expiration date

Centralized Master Bidders List (CMBL)
  • Why Register?
  • The CMBL is an automated registration system used
    by state agencies. Once a state entity has
    determine the need to solicit vendors for
    commodities or services they will develop a
    mailing list from the CMBL to distribute
    notifications of bid opportunities.
  • Used by other purchasing entities (public
    private) as well as prime contractors.
  • Note The CMBL is not an approved vendors list.

  • How to Register!
  • Annual registration/renewal fee is 70.00 and may
    be paid on-line by credit/debit card or check
    debit (US addresses only).
  • The profile may be printed after entered online
    and mailed with a check or money order (US
    dollars). Mailed applications incur a longer
    processing time.
