19
?. Cleaner Production in Turkey
  • Needs in Turkey Current Capacity
  • Awareness between cleaner production approach and
end-of-pipe approach is not clear to most
    stakeholders.
  • Capacity of the universities and public
    institutions is insufficient for nation-scaled
programs which have not been carried out in a
    systematic and national plan framework.
  • There is no legislation and/or action plan which
    directly addresses cleaner production though
    cited frequently.
  • The adaptation process for EU regulation related
to eco-labeling, eco-design IPPC will be of
importance and to be handled systematically.
  • Available incentive programs are quite limited
and not even comparable to those in other EU
    countries.

IPPC(Integrated Pollution Prevention and
Control) regulation is one exception. But still
there is no legislation for addressing NCPC and
its operation.
20

46
?. Recommendations
  • Consideration before CPC establishment
  • Legal preparation for establishment operation
  • Basis of CP policy implementation of government
  • CP as national agenda over 10 years, Share of
    manufacturing industry in Turkish economy
    (employment, GDP, export)

Productivity, SME promotion, Science
Technology promotion
47
?. Recommendations
  • ltPoint to considergt
  • New enactment vs. Revision of related law
  • - Individual law can include the detailed
information inc. the definitions, the roles of
government and CPC, basis of budget
  • - Revision of related law may limit policy scope
expansion since it contains only declaratory
    articles (e.g. current Decree Law No.2 649)
  • Examine related laws closely to prevent
    confliction
  • - Concept of CP has both economic and
    environmental aspects
  • - Consider joint legislation of ministries with
friction in cleaner production area for better
    coordination in implementation

Productivity, SME promotion, Science
Technology promotion
48
?. Recommendations
  • Periodic development announcement of CP plan
  • Comprehensive CP plan on a governmental basis
  • MOSIT, completing plan for Eco-efficiency/CP
    program in 2012(awareness raising, capacity
    building, tech financial support)
  • Effective combination of various outcomes from
    past researches
  • Opportunity to listen to various stakeholders
  • Efficient respond to issue (e.g. scope of CP
    process ? product)
  • ltPoint to considergt
  • Also consider leading sectors such as automotive,
electronics, home appliance for their different
    interest (e.g. green product)
  • Organize specialized groups considering their
    specialties
  • - Diverse types of institutions were suggested as
    stakeholders incl. research, education,
    consulting, standardization

49
?. Recommendations
  • Efficiency of govt investment on CP
    implementation
  • CPC, national single channel system for CP by
    pre-coordination between concerned ministries
  • CP policy, sharing similar goal with other
policies such as environmental, SME promotion,
    tech development policies.
  • Macroscopic coordination on a national basis ?
    insufficient
  • Seems difficult to start an affiliated agency
only for MOSIT considering other ministries in
    charge
  • ltPoint to considergt
  • Examine internal similar programs in MOSIT (e.g.
    KOSGEB)

Besides MOSIT, MOEU, MOTC and MOEN implement
policies in environmental regulation, climate
change, waste reuse, etc.
50
?. Recommendations
  • Organizing a stakeholder net
  • Cooperation with institutions for supplementing
    weakness of newly established CPC
  • Research, training, channel to industry can be
    the potential weak points.
  • Win-win approach for academics, industry
associations, consulting firms to grow together
  • ltPoint to considergt
  • Define the function of CPC considering capacity
building in future for identifying the weakness
  • CPC, designation of existing institution vs.
