tailor-make properties for the Railway Department
14
National Centre for Dynamic tests Testing Site
At present, requested dynamic tests are ordered
in foreign countries, and the presence of a
Russian centre will allow to make import
substitution of these services and provide
unique possibilities for foreign companies (test
for extreme temperatures from 60 to - 60). The
centre for dynamic tests will allow to test the
working capacity of transport constructions,
knots and materials in conditions of acting
operational loadings and environmental
conditions inherent to various regions of Russia
and other countries.

The Turku Process
  • The Turku Process is a joint initiative of the
City of Turku / Regional Council of Southwest
Finland, the City of Saint Petersburg and the
City of Hamburg, supported by the European
    Commissions Directorate General for Regional
    Policy (DG REGIO).
  • The Turku Process partners are currently
preparing concrete projects in the fields of
environment, innovative enterprise and the labour
market. In the future, new fields of cooperation
    and partners can be included.
  • The Turku Process welcomes new ideas, proposals
and partners that can contribute to the success
of the initiative and promote its goal
practical joint actions for sustainable wellbeing
    in the Baltic Sea region.

16
The Finnish-Russian Intergovernmental Commission
for Economic Cooperation
  • The Modernisation Partnership Seminar, March
    2013, Turku, Finland
  • The leading experts from Finland and Russia have
discussed two important subject areas in which
Finland and Russia have the potential to develop
new forms of bilateral cooperation as well as
broader cooperation in the Baltic Sea region
  • Opportunities for Finnish-Russian cooperation
in the Maritime Industry Russia and Finlands
    Biotechnology 2020 Programme

17
Science Link
  • Science Link is a network between leading
research facilities of photon and neutron sources
and their users. The project aims to support and
encourage innovation and entrepreneurship in the
    Baltic Sea Region.
  • The challenges to overcome
  • Geographically seen there is an uneven
distribution of the research infrastructure (RI),
within photon and neutron resources in the Baltic
Sea  Region today. A warped geographical
distribution of resources leads to a warped usage
of the same today the number of industrial users
from the eastern part of the Baltic Sea Region is
far too small. Another drawback is that the
number of industrial users of the research
facilities, mainly of small and medium
enterprises (SMEs), is too small. This means a
big loss of potential. Industries should be able
to better benefit from the world-class research
faciliteis at hand - for the development of new
products or services for the knowledge of society
    of tomorrow.

18
The Conference in St. Petersburg, June 2013
  • Access to Brilliance Building platforms and
bridges for improved Cooperation within Science
    in the Baltic Sea Region
  • Main objectives with the conference
  • Present ideas on improved cooperation within
science and innovation between Russia an the BSR
    EU
  • Discuss useful structures for cooperation
    (regional structures, centres of excellence,
    international cooperation, specialisation in
    science and innovation)
  • Discuss access of SME to science, financing
    access to science for SME
  • Consult SME of the St. Petersburg region in
    measurements at RI
  • Inform about offers by the St. Petersburg PNPI
and the RI in the BSR
  • Speed up dissemination of results, smart usage of
resources -gt smart specialisation in science

19
Establishment of an International Distributed
Designing Department based on the use of the
complex virtual modeling technologies for
engineering analysis and optimization of designed
products from polymer materials as a part of the
International cooperation network, which is based
on the United Technological Platform, in the
partnership with St.Petersburg Prototyping
Centre, the laboratory CompMechLab of
St.Petersburg State Polytechnical University and
etc.
Foreign partners
  • The Southern-German Centre SKZ (Wurzburg,
    Germany)
  • Technical university of Munich (Germany)
  • Saxion university (the Netherlands)
  • Babson Colledge (the USA)
  • Turku Process collaboration between EU
countries and Russia to tackle many of the
regional challenges in the Baltic Sea region
    together. (Finland)
  • Science Link support and encouragement of
    innovative activities and entrepreneurship in
the Baltic Sea region, strengthening the
regions competitiveness on a global scale.
    (Germany)
  • The International Distributed Designing
Department is going to be presented at the XVII
    International Forum Russian Industrialist,
    October, 2-4
