What is TELPAS?
  • TELPAS is the name given to the assessment system
    designed by Texas to meet NCLB Title III
    requirements.
  • Consists of 2 separate assessments
  • Reading Proficiency Tests in English (RPTE)
  • Texas Observation Protocol (TOP)

Proficient Students
  • Annual assessment of English language proficiency
    for all K-12 students identified as LEP
  • All students identified as LEP must be annually
    assessed even if they are not served under Title
    I or Title III
  • State assessments in academic content of all
    students in grades 3-8 10
