Mining Rules of Engagement
  • Peacetime
  • Own territorial waters
  • Perfectly legal under all international laws
  • Must provide notification through notice to
    mariners
  • High Seas
  • Must be an immediate and legitimate
    self-defense/security concern
  • Cannot unreasonably interfere with other ocean
    uses
  • Scope of mining must be in proportion to the
    threat
  • Must provide international notification as to the
    location and duration of field
  • Must maintain presence to warn approaching
    vessels
  • Must remove mines when no longer threatened

  • Considered a violation of sovereign territory

  • International notification required (may not mine
    for indefinite period of time)
