• 4034 patients at the Emergency Room of 16
  hospitals were surveyed
• 2034 patients are data extracted from the medical
  records in the logbook of the Emergency Room.
• 1600 are questionnaires compiled by patients and
  nurses in the 16 hospitals

• There is NO significant difference in the use of
  Emergency Depts that could leave any ground for
  doubts on disparity in access by age and gender

CONCLUSION

• Despite some limitations of the survey, it
  provides enough information for setting the
  objectives of a programme of strengthening the
  Emergency Medical Services
• Emergency Services in Hospitals are under-used
• Pathologies presenting at the EMS need specific
  services and know-how
• Ambulances are not used, most probably because of
  irrational distribution in the territory
• There is no follow up of the EMS patients in the
  Health System, no referral system and link
  between the Hospital ER and PHC facilities

RECOMMENDATIONS

• Political will in transforming EMS in effective
  providers of health.
• Tackling the plague of informal payments in the
  EMS
• The analysis of the results of the survey
  provides useful information for improvement in
  the quality of EMS
• Creation of a network of EMS managers who can
  develop an integrated plan of development
  strengthening of the services
• Capacity Building in management organisation of
  EMS
• Improving clinical and diagnostic capacity of EMS
• Network of EMS posts at peripheral level with
  means of transport
• Making hopitals and EMS ready for major disasters
  (pandemic flu?)

PROPOSALS for ACTIONS

• Developing the network of integrated Emergency
  Medical Services,
• Setting up a basic package of services and
  emergency medical assistance that will be
  delivered to public free of charge and according
  to national standard.
• Equipping the Emergency Medical Services with
  adequate tools for effective diagnostic and
  therapeutic services.
• Developing tools for early and accurate decision
  making in diagnosis and treatment (clinical
  protocols, algorithms guidance, triage techniques
  etc.) in main pathologies of emergency care
• Setting mechanisms for ensuring effective Quality
  control.
