Title: Scenario Underway Replenishment

1
Scenario (Underway Replenishment)
The ship is at sea and is scheduled for an
underway replenishment (UNREP) at 0600 tomorrow
on the port side. Reveille for the crew is at
0400. The ship will receive an 300,000 gallons
of diesel fuel marine (DFM), and 30,000 gallons
of jet fuel (JP-5). Estimated sea state is 1 to 2
based on current weather reports.

Discussion/Options - Select optimum
course. Station additional safety observers. -
Use engineering operating sequencing system
(EOSS). And drip pans. - Phone and distance
line. Restricted maneuvering doctrine. - Use
life jackets. Station after lookout. - Use drip
pans. At sea fire party and oil lab in
standby. - Review emergency breakaway
procedures. - Review emergency breakaway
procedures. Use EOSS. - Review emergency

4. Implement controls
- SORM. - UNREP Instruction (NWP 4 -01.4). -
OPNAVINST 5100.19C - Hold safety brief. -
UNREP checklists for all applicable
departments. - Personal protective equipment
(PPE).

5. Supervise
  • Enforce controls.
  • Monitor effectiveness of controls.
  • Evaluate and adjust controls as the situation
  • changes.
  • Ensure personnel are familiar with their
  • situations.
  • CHANGE is the mother of all risk.
  • If there is a change, a time critical process may
have to be done on the spot.
